Medical staff participate in out-of-hospital medical rescue operations in emergency situations

HNN.VN - On the afternoon of November 2, a working delegation from the Ministry of Health, led by Deputy Minister Do Xuan Tuyen, Standing Deputy Head of the Civil Defense Steering Committee of the Ministry of Health, visited and worked with Hue Central Hospital to inspect the hospital’s efforts in responding and overcoming the aftermath of the floods.

Leaders of the Ministry of Health presenting gifts to Hue Central Hospital 

During the recent flood, Hue Central Hospital had over 4,000 inpatients receiving treatment at its 2 campuses. Among them, Campus 1, located in a low-lying area, was directly affected as the water level of the Huong River rose. The hospital’s Board of Directors promptly activated the emergency flood prevention plan, implementing the “four on-site” principle: on-site command, on-site forces, on-site means, and on-site logistics. All patients on lower floors were moved to higher floors; medicines, records, and medical equipment were safely secured; and the hospital’s electricity, oxygen, and water supply systems were continuously monitored to ensure uninterrupted operation.

Thanks to proactive measures, although the hospital was located at the heart of the flooding, all patients remained completely safe, and medical examination and treatment activities continued uninterrupted. Hundreds of doctors, nurses, technicians, and logistics staff were on duty around the clock, divided into teams responsible for patient relocation, logistics, emergency care, and equipment operation. Various medical staff voluntarily stayed overnight, working tirelessly to care for patients under challenging conditions.

Therefore, emergency operations at key departments such as Emergency, Cardiology, Stroke, Intensive Care, and Pediatrics were maintained. In addition, medical teams used small boats to transport medicines, medical supplies, and food to severely flooded areas. The police, military forces, and local authorities also promptly assisted in relocating patients, delivering essential goods, and ensuring security in the area.

Speaking at the meeting, Deputy Minister Do Xuan Tuyen commended Hue Central Hospital for its sense of responsibility, proactive approach, and effective response during the disaster. He emphasized that, as the top-tier hospital in the Central region, Hue Central Hospital must continue to ensure safe medical examination, emergency care, and treatment for more than 4,600 inpatients, while remaining ready to participate in out-of-hospital medical rescue operations in emergency situations such as house collapses, boat capsizing, or the evacuation of residents from deeply flooded low-lying areas to the hospital.

The Deputy Minister requested the hospital to take a proactive approach in forecasting and preparing disaster response plans; strengthen the Civil Defense Steering Committee; maintain a mobile emergency response team; allocate backup rooms for patients and their families; and ensure sufficient reserves of medicines, medical supplies, generators, fuel, and disinfectant chemicals. At the same time, he emphasized the need to accelerate digital transformation in medical examination and treatment to reduce direct contact time, promote cashless payment, enable interoperability of laboratory and diagnostic results, and enhance the medical staff’s capacity in applying information technology.

Deputy Minister Nguyen Xuan Tuyen emphasized that the hospital must not be complacent and should maintain on-duty readiness to respond promptly in case storms or floods return. He stressed the importance of ensuring safe and effective medical examination and treatment operations, affirming the hospital’s role as “a steadfast support for the people of Central Vietnam in all circumstances.
