By noon on November 3, a total of 11 healthcare facilities across the city were flooded, including 7 commune health stations and 4 hospitals or centers under the management of the Department of Health. In addition, 25 other facilities had flooded yards or access roads. Several local health stations in wards and communes such as Thuan Hoa, An Cuu, Duong No, Phu Ho, and Thuy Thanh… were submerged around 20-60 centimeters of water, making medical examinations and treatment extremely difficult. Hospitals, including the Traditional Medicine Hospital, Rehabilitation Hospital (Facility No. 2), Psychiatric Hospital, and the Center for Medical and Forensic Assessment, also suffered severe impacts.
As water levels rose, the Department of Health immediately directed all units to implement the “four-on-the-spot” approach, organizing the relocation of patients, especially critical cases and pregnant women from 36 weeks onward, to safe areas. Across the entire healthcare system, a total of 581 pregnant women and hundreds of patients were evacuated to higher ground, where adequate medical care, medicine, and nutrition were ensured.

All medical facilities have maintained 24/7 emergency operations, remaining ready to receive and treat patients under any circumstances. Over the past 24 hours, the healthcare sector recorded 31 emergency cases related to domestic and workplace accidents and performed 5 surgeries. Fortunately, there were no cases of poisoning or serious medical incidents. Hospitals have continued to ensure sufficient reserves of medicine, medical supplies, chemicals, and personnel to sustain healthcare services.
At present, medical examination and treatment activities have largely stabilized, with no unusual incidents reported. The Department of Health continues to closely monitor weather developments, proactively implement response measures, and maintain healthcare services for the community, helping the city recover from the impacts of flooding, stabilize daily life, and restore normal medical operations.
