Accordingly, the total area of Bac Hai Van Landscape Protection Zone includes 7,354.97 hectares of special-use forest. This total area of special-use forest consists of 6,276.57 hectares managed by Bac Hai Van Protection Forest Management Board, and 1,078.40 hectares of special-use forest from the community forests of Thuy Cam, Thuy Yen Thuong, and Thuy Duong villages.
Hue City People’s Committee has assigned the Department of Agriculture and Environment to take the lead, directing Bac Hai Van Protection Forest Management Board to coordinate with relevant departments, agencies, and Chan May - Lang Co Commune People’s Committee to implement the project.
The establishment of Bac Hai Van Landscape Protection Zone aims to preserve and protect the area’s natural landscape values and unique ecosystems, which possess rich biodiversity with various endemic and rare species of flora and fauna distributed throughout the region. At the same time, it seeks to develop the potential of forest environmental services, enhance carbon absorption and storage, reduce greenhouse gas emissions, and promote green growth for the Chan May - Lang Co Economic Zone.
The project area belongs to a natural ecological complex that includes forest ecosystems, wetland lagoon ecosystems, and the marine bay ecosystem of Lang Co. Notably, Bac Hai Van is located on Bach Ma Mountain range, which serves as a biological transition zone between plant migration flows from the north and the south. This has given rise to a diverse forest ecosystem with rich species composition, including many animal and plant species listed as endangered, rare, and in need of priority protection.
Although research is still incomplete, several typical rare and endemic species of flora and fauna have been recorded, such as the red-shanked douc langur (Pygathrix nemaeus), serow (Capricornis sumatraensis), pygmy loris (Nycticebus pygmaeus), Aglaia (Aglaia spectabilis), and Ironwood (Erythrophleum fordii), etc. This area serves as the starting point of an entire biodiversity corridor, with many stretches of primary forest extending from the sea, through Bach Ma National Park, Saola Nature Reserve, and connecting to Se Sap National Protected Area in neighboring Laos.
By maintaining and protecting the natural landscape values, the project will help create an environmental buffer zone and enhance the value of Lang Co Bay as well as Hai Van Gate, a historical complex of military architecture from the Nguyen Dynasty, which was built in 1826 during the reign of King Minh Mang. This will add appeal for the development of ecotourism in the area, while also establishing an environmental security buffer zone for the future Chan May - Lang Co urban area.
According to Mr. Le Ngoc Tuan, the project’s implementation budget to 2030 is 30 billion VND, mobilized from the State budget and other legitimate funding sources.
