CRD was established on November 7, 1995, under the Decision No. 73/QD-TC by the Director of Hue University, at a time when rural life in Central Vietnam faced many hardships, with outdated production methods and high poverty rates. From its inception, CRD defined its mission as connecting the university's scientific knowledge with the practical realities of community life, contributing to poverty reduction, and sustainable rural development.
Over the past 30 years, CRD has implemented over 200 projects across approximately 250 communes, primarily in the Central and Central Highlands regions, with a total mobilized resource of nearly 300 billion VND. These programs and projects focus on livelihood development, community capacity building, management and protection of forest resources, biodiversity conservation, climate change adaptation, and disaster risk management, gender equality promotion, and child protection.
CRD has made significant contributions to scientific research, publishing, and policy advocacy, with approximately 60 research projects, 40 books, and over 80 scientific articles published both domestically and internationally.
Speaking at the ceremony, Assoc. Prof. Dr. Tran Thanh Duc, Rector of the University of Agriculture and Forestry, Hue University, affirmed that CRD is an exemplary unit in the university's community service activities, contributing to enhancing the university's academic reputation, image, and social responsibility while serving as an effective bridge between training, research, and the reality of rural development.
