The event was attended by Chairman of the Hue City People’s Committee Le Tri Thanh, along with leaders of relevant departments and agencies. Meanwhile, Shizuoka City was represented by Mayor Takashi Nanba.

Speaking at the ceremony, Chairman Le Tri Thanh informed that the friendship and cooperation between Hue and Shizuoka began in 2005. Over the past two decades, the two cities have maintained regular delegation exchanges, people-to-people exchanges, and practical cooperation, with environmental protection emerging as a key area of collaboration.

One notable outcome is the City-to-City Collaboration for Zero-Carbon Society Program (C3P), supported by Japan’s Ministry of the Environment. The project has contributed to the implementation of Hue’s Action Plan on Climate Change Response, while helping translate solutions and technologies for carbon neutrality and sustainable development into practical applications.

Chairman Le Tri Thanh said that, as Hue enters a new stage of development as a centrally governed municipality, the city is stepping up international integration and pursuing a green and sustainable growth model rooted in preserving and promoting its heritage and cultural values. Against this backdrop, deepening cooperation with Shizuoka - which has considerable strengths in ecotourism, green technology, logistics, and the maritime economy - is of particular significance.

Mr. Le Tri Thanh proposed that the two sides intensify destination promotion and cultural exchanges, while working together to stimulate two-way tourism. He also proposed exploring the participation of Shizuoka art troupes in Hue Festival 2027. The two cities will also seek to expand exchanges involving students and interns, strengthen cooperation in education and training, and promote human resource mobility.

In the field of economy and investment, the leaders of Hue City proposed introducing Shizuoka businesses to conduct surveys and explore opportunities for cooperation, investment, and business, while also strengthening connections between businesses from both localities. Regarding the environment, both sides will continue to effectively implement the C3P Project and expand the application of carbon-emission reduction technologies, technology transfer, and green development solutions.

Speaking at the ceremony, Mr. Takashi Nanba, Mayor of Shizuoka City, said that in recent years, authorities and businesses from the two sides have continued their cooperation under the city-to-city cooperation program of Japan’s Ministry of the Environment, focusing on research and the application of energy-saving technologies and carbon capture.

Shizuoka City is working toward net-zero greenhouse gas emissions by 2050 while promoting the wider use of renewable energy. During this working session, Mayor Takashi Nanba expressed his desire for the two sides to further share knowledge and experience and join hands in addressing climate change challenges. Furthermore, he also expressed his welcome for Hue’s proposal for cooperation in medical tourism.

Under the signed agreement, Hue City and Shizuoka City agreed to maintain and further strengthen the friendship and cooperation established in 2005, enhance mutual understanding, and promote win-win cooperation in line with their respective functions and responsibilities, national laws, and international treaties to which both countries are parties.

Furthermore, the two sides agreed to encourage information sharing, exchanges, and cooperation in culture, tourism, human resource development, as well as the economy, the environment, and other areas on the basis of respecting the distinctive characteristics of each locality.
