 Overview of the working session

Receiving and working with the delegation were Mr. Nguyen Dinh Trung, Member of the Party Central Committee, Secretary of Hue City Party Committee, and Head of the City’s National Assembly Delegation; and Mr. Pham Duc Tien, Permanent Deputy Secretary of Hue City Party Committee and Chairman of the City People’s Council.

Since signing the cooperation agreement in September 2025, Hue City and VAST have implemented numerous activities in research, technology transfer, and human resource training. The Institute for Scientific Research of Central Vietnam has developed projects related to biology, medicinal materials, and the marine environment. Meanwhile, the Natural History Exhibition Hall in Phong Dien has been put into operation. Since September 2025, four scientific tasks have been approved with positive results, six international papers have been published, and one utility solution has been granted acceptance of application. The two parties have also launched STEM programs and applied Augmented Reality (AR), Virtual Reality (VR), and specimen digitization technologies in education.

At the meeting, Hue City leaders proposed that VAST continue supporting the completion of the High-Tech Park Project in Hue City; enhance the capacity of the Institute for Scientific Research of Central Vietnam; and maximize the use of laboratory systems and research centers to support local businesses. The city also hopes to implement scientific projects under a 1:1 cooperation mechanism, focusing on technological challenges and linking research with practical applications. Priority areas include the digital economy, culture and tourism, healthcare, education, agriculture, and the development of science and technology human resources.

Speaking at the meeting, Party Secretary Nguyen Dinh Trung stated that Hue City is focusing on digitizing heritage, developing cultural and green industries, and increasing the proportion of green industry in the city’s economic structure. At the same time, the city is building a specialized healthcare center, developing tourism, and accelerating digital transformation. Hue hopes that VAST will continue to accompany and support the city in science, technology, and innovation to realize its development goals.

The Party Secretary also requested VAST’s guidance and opinions on implementing a Digital Technology Zone model in Hue, as this remains a relatively new field in practice and requires clarification regarding criteria, components, and long-term development requirements. In addition, the city seeks support for research and the transfer of post-harvest straw treatment technologies to reduce the widespread burning of straw, which causes environmental pollution and negatively impacts tourism.

Speaking at the meeting, Prof. Dr. Tran Hong Thai expressed agreement with Hue’s development orientation and affirmed that VAST was ready to accompany and support the city in many fields. According to the President of VAST, the signed cooperation agreement serves as an important foundation for implementing more specific collaborative programs in the future.

VAST committed to supporting technology transfer to Hue, especially in agriculture, environmental protection, and sustainable development. The Academy will also research technologies for treating post-harvest straw to reduce environmental pollution and impacts on tourism.

Assessing Hue as having significant potential in science, technology, and innovation, Prof. Dr. Tran Hong Thai emphasized that the city should prioritize building a New Materials Research Center, investing in research laboratories, and training high-quality human resources. VAST is also ready to support Hue in marine economy development, biomedicine, advanced healthcare, and pharmaceutical research.
