Preparations implemented in a synchronized and systematic manner
Reporting at the session, Nguyen Chi Tai, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hue City, stated that election preparations in the locality have been launched early, systematically, and in accordance with the law. The City Election Steering Committee has 16 members, chaired by the City Party Secretary, with members assigned to specific areas and fields. At the commune/ward level, 100% of communes and wards have established and completed their Election Steering Committees according to regulations.
The Hue City Election Committee consists of 34 members, has issued its working regulations, assigned specific duties, and formed a support team to serve the election work. At the commune/ward level, all 40 communes and wards have established their People’s Council Election Committees for the 2026 - 2031 term, with a total of 660 members, ensuring sufficient capacity to organize and manage elections locally.
The city has established 4 National Assembly election committees and 14 City People’s Council election committees; all communes and wards have completed the establishment of their respective People’s Council election committees. Training has been emphasized, with city-wide briefing sessions and two rounds of intensive training for election committees and polling teams, ensuring uniform procedures, professional standards, and implementation practices.

According to Nguyen Chi Tai, the City Standing Committee of the Vietnam Fatherland Front held the first consultation conference in accordance with legal procedures, agreeing on the structure, composition, and number of nominees.
Specifically, for the 16th National Assembly election, Hue City will elect 9 deputies. The first consultation conference proposed 18 candidates, ensuring the legally required surplus, including 3 nominees from the central government and 15 from local authorities. Candidate composition ensures a balanced proportion of women, ethnic minorities, youth, non-party members, and re-elected deputies.
For the City People’s Council elections, 53 deputies will be elected, with 94 candidates proposed. At the commune level, all 40 communes and wards completed the first consultation, proposing 1,524 candidates for 804 People’s Council seats for 2026–2031, basically meeting central guidance on structure and composition.
Hue City has established 4 National Assembly electoral units, 14 City People’s Council units, and 228 commune-level electoral units. Polling areas have been divided democratically, transparently, and appropriately based on population characteristics and local conditions. The city plans 768 polling stations, including 11 special polling stations for armed forces and universities.
Voter list review and compilation are conducted rigorously, with coordination among authorities, police, and grassroots organizations to prevent omissions or duplications. As of January 27, 2026, the city has approximately 1,054,742 voters; the voter list will be publicly posted for inspection and monitoring.
Despite achievements, city leaders frankly noted challenges, especially with the transition to a two-tier local government model. Commune/ward boundaries have expanded, populations increased, while grassroots staff remain limited, with many holding multiple roles. Some legal deadlines coincide with the 2026 Lunar New Year, resulting in a heavy workload in a short period. While IT applications have begun to show results, local technical infrastructure remains limited.

From this reality, Hue City requested the central government to soon finalize the total staffing and staffing framework at the commune level, invest in equipment, allocate funds promptly, and strengthen training for staff directly involved in election work.
At the session, Major General Nguyen Thanh Tuan, Standing member of the City Party Committee and Director of Hue City Police, stated that the police have proactively developed plans, closely monitored the situation, and are ready to ensure security, order, and safety for elections citywide.
Ensuring absolute safety for election day
Members of the delegation highly agreed with Hue City’s report, clarifying issues regarding National Assembly candidate dossiers and responding to local recommendations.
Taking feedback from the delegation, Nguyen Khac Toan, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee, said that Hue City closely follows central directives; most key election preparations have been completed on schedule and in accordance with the law. The city will promptly address any emerging difficulties based on the delegation’s feedback.
Concluding the session, General Luong Tam Quang praised Hue City’s serious, scientific, and responsible approach to preparing for the 16th National Assembly and People’s Council elections. Leadership, guidance, and implementation have been conducted early, systematically, and correctly, ensuring progress, democracy, transparency, and legal compliance.

General Luong Tam Quang emphasized that the city should continue to engage with and listen to citizens, promptly address grassroots concerns, prevent hotspots, and ensure no malicious actors exploit elections to distort, incite, or destabilize.
For upcoming tasks, he instructed Hue City to prioritize security and absolute safety for the election, especially on March 15, 2026; proactively monitor the situation and have timely, effective contingency plans to create a secure and favorable environment for citizens to exercise their rights.
Regarding Hue City’s recommendations on staffing, budget, equipment, and IT application for election work, General Luong Tam Quang stated that the delegation will compile them and report to the National Assembly Standing Committee, National Election Council, and relevant authorities for consideration and resolution according to regulations.

Previously, the supervisory and inspection delegation of the National Assembly Standing Committee inspected a polling site in Thuan Hoa Ward. General Luong Tam Quang assessed that the polling site arrangements basically meet election requirements. He also advised local authorities to continue reviewing and arranging polling sites to ensure convenience, compliance, and strict implementation according to the guidance of the Election Committee, ensuring that no errors occur.
On the same day, the delegation presented 100 gifts to disadvantaged residents in Hung Loc Commune. This activity carries deep political and social significance, reflecting the concern of Party, State, and Ministry of Public Security leaders for the localities, while providing practical support to improve citizens’ lives, especially policy families, revolution contributors, and disadvantaged households.
