Ready to evacuate residents from areas at risk of flash floods and landslides

HNN.VN - On October 25th, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue issued updated warnings for areas across the province vulnerable to flash floods and landslides, particularly in mountainous regions, along transportation routes, and erosion in river and coastal areas.

 The risk of river and coastal erosion during storms and heavy rains is very high

After review, as of October 25, the Committee identified landslide and erosion risks throughout the province, including Huế City, most townships and districts. High-risk areas include mountainous and steep terrain along transportation routes and river and coastal zones, particularly during storms and heavy rainfall.

Specifically, in Phong Điền district, there is a very high risk of rock and soil landslides in mountainous areas in the communes of Phong Xuân, Phong Mỹ, Phong Sơn, Phong An, Phong Thu, and Phong Điền town... Landslide risks exist along Road 71 from Phong Xuân to Rào Trăng 3, Rào Trăng 4, A Lin B2, and A Lin B1 hydropower plants...

A high risk of Bồ riverbank erosion exists in Quảng Điền district, including the communes of Quảng Phú, Quảng Thọ, Quảng Phước, Quảng Thành, and Quảng An. Meanwhile, Hương Trà town faces landslide risks in the hilly areas of Bình Tiến, particularly at Đông Hoà village, in the communes of Hương Bình, Bình Thành,  particularly at Tân Thọ village, and the wards of Hương Vân and Hương Văn.

A Lưới district also faces very high risks of transportation route landslides... in the areas along the Hồ Chí Minh Trail through Tru Pỉ village of Hồng Thuỷ commune, Quảng Nhâm commune People's Committee area, (formerly known as Hồng Quảng commune), and through the communes of Lâm Đớt, A Roàng, Hương Nguyên towards Quảng Nam province (including the areas near Hương Nguyên Border Guard Station and Hương Nguyên Forest Protection Station, along National Highway 49A through the communes of Phú Vinh (particularly the A Co pass), Hương Nguyên, and Hồng Hạ.

Nam Đông district incurs a very high risk of flash floods and landslides at Dỗi Village Hill, Village 1, Village 2 of Hương Lộc commune, and hillside landslides, riverbank erosion, and flash floods in village of Lập and A Tin of Thượng Nhật commune.

In the coastal region of Phú Lộc district, erosion risks remain in the communes of Giang Hải and Vinh Mỹ, especially at the two ends of Giang Hải embankment, Vinh Hiền, and Lộc Vĩnh...

Based on this situation, the Committee requires local authorities and units to proactively organize relocation and evacuation of residents in areas at risk of flash floods, landslides, deep flooding, and areas easily isolated. Dam owners, management units, and investors of hydropower and irrigation plants must continue to inspect, promptly detect, and handle areas at risk of landslides around reservoirs, and upstream/downstream of focal structures.

 Units and localities proactively implement prevention and response measures for natural disasters during the storm season

Investors and constructors of the bridge over Thuận An estuary, Nguyễn Hoàng bridge over the Hương River, embankments along rivers, lagoons, and coastline... must have plans to ensure absolute safety for staff and workers and withdraw all workers from areas at risk of landslides.

Local authorities should regularly monitor storm and flood developments to implement measures to prohibit all vehicles and people from traveling on routes with high to very high landslide risks and areas with submerged bridges, strong water currents, flooded roads, and eroded coastal areas...

They should also be ready to relocate and evacuate residents at key, vulnerable locations at risk of flash floods, landslides, and flooding according to the “four-on-the-spot” principle, proactively implement prevention and response measures for natural disasters during the rainy season, especially the Typhoon No. 6 (aka. TRAMI).
