In his opening remarks, Mr. Ho Thang, Deputy Head of the Propaganda and Mass Mobilization Commission of Hue City Party Committee, highlighted the crucial role of Politburo Resolution No. 57-NQ/TW regarding the development of science, technology, innovation, and digital transformation. To translate these policies into actions, Hue City Party Committee has enacted Resolution No. 05-NQ/TU and Plan No. 70-KH/TU. These documents define strategic tasks aiming at driving breakthroughs in technological development and digital transformation, making digital adoption a tangible, daily practice.
Mr. Ho Thang emphasized that strategic advisory personnel at Party Committee’s agencies serve as the backbone in driving the “Digital Literacy for All” initiative and translating digital transformation goals into actions at localities. Consequently, taking the initiative to upgrade digital competencies is vital to overcoming hesitancy and formalistic approaches, ultimately boosting the effectiveness of executive advisory services.

During the training course, delegates were presented with three specialized topics, including ‘Key Breakthrough Tasks for Developing Science, Technology, Innovation, Digital Transformation, and the ‘‘Digital Literacy for All Movement in Hue City’; ‘Core Aspects of Digital Transformation within Party Agencies: Essential Tech Skills and Data Utilization for Advisory Work of Party Committee Cadres’; and ‘AI Applications and Digital Skill Practice for Party Committee Cadres at All Levels’.
In addition to absorbing the specialized topics, delegates engaged in direct discussions with the speakers to address difficulties and obstacles in implementing digital transformation at their respective localities and units. At the same time, they updated themselves on new tech solutions and tools, particularly artificial intelligence (AI) applications in document processing, data storage, and data exploitation to support advisory work.
The training course contributed to systematizing new guidelines and orientations on science, technology, innovation, and digital transformation, while equipping Party agency cadres and civil servants with practical digital skills. This provides a strong foundation for officials to proactively advise and execute digital transformation tasks, fostering the widespread adoption of the ‘Digital Literacy for All’ movement and effectively serving the city’s development goals.
