Elevating elite education

At the 2025–2026 National High School Excellent Student Competition, Hue City once again proved itself among the country’s leading localities in elite education. Of the 108 students from Quoc Hoc – Hue High School for the Gifted who participated in the competition, 90 won prizes, accounting for 83.3 percent, significantly higher than the national average of 59 percent and up 4.6 percent compared to the 2024–2025 academic year (78.7 percent).

The prize structure this year reflects the sustained quality and depth across teams, with 4 First Prizes, 20 Second Prizes, 34 Third Prizes and 32 Consolation Prizes. All subjects recorded prize-winning students, and several achieved a 100 percent success rate, notably mathematics (4 Third Prizes, 6 Consolation Prizes), physics (4 Second Prizes, 3 Third Prizes, 3 Consolation Prizes), and French (2 First Prizes, 3 Second Prizes, 2 Third Prizes, 3 Consolation Prizes). This academic year marks the highest achievement ever for Hue’s excellent student teams, with 90 prizes, an increase of seven compared to the previous year (83 prizes). Hue continues to rank among the country’s leading localities in the competition, firmly maintaining its status as one of the most outstanding performers nationwide. Notably, French achieved two First Prizes, reaffirming Hue’s long-standing strength in this subject, associated with educational institutions bearing the LabelFrancÉducation distinction.

Five outstanding students were selected for the second round of training toward participation in international Olympic teams, including one in informatics, two in physics, one in biology and one in chemistry. The High School for the Gifted, Hue University of Sciences had 37 students attending the competition; four of them had won prizes.

According to Nguyen Phu Tho, Principal of Quoc Hoc – Hue High School for the Gifted, this year’s impressive results are clear evidence of the city’s effective investment policies in nurturing gifted students; timely and appropriate direction from the Department of Education and Training; and strong support from parents. Above all, they reflect the dedication, responsibility and determination of teachers, together with the relentless efforts of the students.

Throughout the preparation period, teachers strictly implemented training plans and worked tirelessly to ensure students entered the competition with confidence and composure. Teams also received guidance from experts from major universities nationwide and from former Quoc Hoc – Hue students who had won international awards.

Organizational restructuring and staff consolidation

Mr. Nguyen Tan, Director of the Department of Education and Training, noted that one key highlight has been the continued attention to management, restructuring and stabilization of teachers and educational administrators. The department has gradually refined mechanisms for allocation, recruitment, assignment and rotation of personnel to meet practical needs. The department recruited 140 teachers out of 1,256 applicants, largely meeting staffing demands against 145 allocated positions, helping to address localized teacher shortages at certain levels.

Additionally, 56 teachers and staff received official transfer decisions for the 2025–2026 academic year. These adjustments ensure a balanced distribution of personnel across schools, enhance the effective use of human resources, stabilize organizational structures and meet the city’s goal of improving education quality.

The Hue City People’s Council passed Resolution No. 109/NQ-HĐND regarding the number of labor contracts in public educational institutions under Government Decree No. 111/2022/NĐ-CP, demonstrating strong political commitment to ensuring sufficient staffing for public schools. The resolution provides a legal basis for signing contracts according to actual needs, contributing to stable and sustainable teaching staff and reducing teacher shortages.

In administrative reform, the Department of Education and Training ranked second among city departments and agencies. This result reflects strong, coordinated efforts to promote digital transformation, streamline procedures and enhance management efficiency, thereby improving services for citizens and organizations.

The notable achievements in the first semester vividly demonstrate the collective efforts of the city’s education sector in preserving tradition while proactively innovating, adapting and integrating. Hue’s education sector continues to affirm its position among the country’s top performers.

Laying the foundation for sustainable development

The sector will continue reviewing and evaluating the school network in line with new administrative boundaries to ensure alignment with population distribution, transportation conditions and access to educational services. Priority will be given to enabling schools to meet requirements on area standards, class size, full-day schooling and effective implementation of the new General Education Program. At the same time, efforts will gradually increase the proportion of schools meeting national standards and ensure equitable access to education across areas. Enrollment will be organized flexibly, in accordance with new administrative arrangements and central policies on breakthrough education development. State management in education will continue to operate effectively under the two-tier local government model, linked with reforms in school governance.

Director Nguyen Tan emphasized the review and adjustment of management and inspection processes in accordance with new decentralization regulations, ensuring clear delineation of responsibilities among government levels while maintaining stable teaching activities centered on students. Coordination between specialized divisions of the department and commune-level authorities will be strengthened to enhance policy implementation and ensure coherence in management, promoting autonomy alongside accountability at school level. Intersectoral coordination in planning educational development, budget allocation and effective use, personnel arrangement, infrastructure investment and quality assessment will also be reinforced.

According to Nguyen Vinh Hung, Deputy Director of the Department of Education and Training, implementation of the General Education Program continues to be conducted systematically, ensuring scientific and pedagogical standards while making effective use of facilities and teaching equipment. Full-day schooling at eligible institutions will be implemented effectively; teaching methods and assessment will continue to be innovated toward developing students’ competencies and character. STEM/STEAM education, digital competence, artificial intelligence skills, career guidance and student streaming after lower and upper secondary education will continue to receive attention. Foreign language education, particularly English, will be gradually improved, aiming to make English a second language in general education institutions.

The education sector will review and effectively utilize allocated staffing quotas under Decision No. 72-QĐ/TW of the Politburo; assess workforce realities to propose additional staffing needs for the 2026–2030 period; and gradually address teacher shortages, especially to meet the requirements of full-day schooling. The effectiveness of decentralized personnel management under the two-tier local government model will be enhanced, with strengthened transfers and cross-school teaching assignments to optimize existing human resources.
