HNN.VN - Popularizing digital technology and digital skills for the community has become a comprehensive strategic task, especially with the implementation of the new two-tier local government model. The Institute of Digital Transformation and Learning Resources - Hue University currently plays a pivotal role in launching the “AI - Digital Literacy for All” movement designed to bring technological knowledge closer to the community, particularly targeting officials, civil servants, public employees, teachers, and citizens.

Spreading digital knowledge

As a public scientific institution under Hue University, the Institute of Digital Transformation and Learning Resources combines research and training while also serving as a digital innovation hub, connecting digital knowledge within and beyond the education sector. Operating on the motto “digital transformation for the community”, the Institute has implemented the “AI - Digital Literacy for All” program as a widespread community movement.

Assoc. Prof. Dr. Nguyen Quang Tuan, Deputy Director of the Institute of Digital Transformation and Learning Resources - Hue University, said that within the “AI - Digital Literacy for All” program, the Institute manages everything from developing materials and organizing training sessions to directly teaching and supporting the community in applying AI with a “hands-on instruction” approach. The Institute also leads in designing open learning models, interactive classes, digital libraries, and AI-enhanced learning support platforms, making technology approachable, easy to understand, and easy to use for everyone.

The Institute’s literacy initiative does not stop at basic courses; it is organized in open, tiered formats. These range from general digital skills classes, including digital transformation, information technology, smartphone use, accessing public services, and electronic payments, to advanced courses on AI applications in administration, education, agriculture, and the environment, as well as other specialized applications. The Institute also designs interactive digital learning models and develops free open online classes.

From inner-city wards to remote mountain communes, numerous free training sessions aimed at “erasing digital illiteracy” have been held with the involvement of staff, lecturers, and students. Recently, the Institute co-organized a digital skills program titled “Elevating Digital Skills in the Workplace” for youth union officials, civil servants, public employees, teachers, and laborers in A Luoi 1 and A Luoi 4 communes, directly instructed by Assoc. Prof. Dr. Nguyen Quang Tuan and his team.

A representative from A Luoi 1 commune stated that through these AI literacy sessions organized by the Institute of Digital Transformation and Learning Resources and partnering organizations, technological thinking has been promoted. It helped people realize that AI is not distant but rather a practical everyday tool that serves life, work, and learning.

Alongside imparting knowledge, the Institute has established specialized support groups and online models such as “AI self-study at home” and “applying AI to digital administration”. It has also proactively partnered with international technology companies like UFIN Group (a leading corporation in Web3, AI, and blockchain) to support students in research and AI tool development. This approach demonstrates that the Institute is not only advancing technology literacy but also investing in depth to develop a generation of well-rounded digital talent.

Toward a fully digital learning society

Amid Hue City’s push to strengthen the two-tier local government structure, enhancing the digital capabilities of officials, civil servants, and public employees has become urgent. Most administrative procedures are now processed online, requiring officials to be proficient in digital tools and AI to accelerate processing times and enhance service quality for residents.

To accommodate this, the Institute has organized numerous specialized training sessions to help officials apply AI in document drafting, research, data gathering, report writing, data analysis, and digital communications. Early exposure to digital platforms aids officials in reducing work time and improving administrative professionalism.

Not stopping at the nearly 2,000 residents, officials, lecturers, teachers, students, and pupils gaining AI knowledge and tools via the Institute’s courses, the program has also generated significant improvements in awareness and digital skills within the community. Most trainees, after participating in the sessions, feel more confident using digital platforms and integrating AI into their work and daily lives.

The Institute is also building an endogenous database, i.e., digitizing learning and research resources from Hue University to enrich the resource base for the digital learning ecosystem that serves learners, researchers, and the community. At the same time, it integrates existing AI models to create digital and smart libraries, aiming to connect Hue University’s endogenous digital data portal and that of Hue City with future national systems.

With the collaboration of partner organizations and localities, the “AI - Digital Literacy for All” movement will continue to expand, inspiring a powerful wave of digital transformation and contributing to the establishment of a comprehensive, dynamic, and sustainable digital society.
