Soliciting Feedback for the Draft Project on the City’s Industrial Development in the New Phase

HNN.VN - On the morning of March 6, the Department of Industry and Trade coordinated with the Institution for Strategy and Policy Studies under the Ministry of Industry and Trade, organized a workshop to solicit feedback from central and local departments, agencies, experts, and businesses. The consultation was held to complete the Project on Industrial Development of Hue City for the 2025-2030 period, with a vision toward 2045.

During the 2021-2025 period, the city’s industrial sector continued to affirm its role as one of the key pillars of the local economy. In particular, the processing and manufacturing industry remained the leading contributor to the industrial structure. The Industrial Production Index (IIP) recorded positive growth over the years, with 2025 alone witnessing an increase of 12.9% compared to the previous year.

However, the city’s industrial development still faces several limitations. These include the relatively small scale of the industrial sector, low technological content and value added in products, and value-chain linkages as well as supporting industries are not in line with its potential. The sector has yet to generate a strong growth momentum for the local economy.

At the workshop, many delegates noted that in the new context, the city is facing both opportunities and challenges in industrial development. Therefore, the formulation and implementation of the Industrial Development Project for the 2025-2030 period, with a vision toward 2045, is of great significance. The project aims to provide strategic orientation for development, identify priority industrial sectors, and propose breakthrough solutions to attract investment, develop industrial infrastructure, and enhance production capacity.

According to the project’s orientation, the city aims to raise the proportion of the industry-construction sector to about 36-38% of GRDP by 2030; in which, the processing and manufacturing industry is expected to account for 80-90% of the industrial structure. This target aligns with the objectives set out in Action Program No. 06-CTr/TU dated November 16, 2025, issued by the Hue City Party Committee to implement the Resolution of the 17th Hue City Party Congress.

Experts suggested that the city should clearly identify its spearhead industrial sectors and prioritize attracting investment in high value-added fields such as processing and manufacturing, high-tech industries, supporting industries, and sectors aligned with local advantages. At the same time, attention should be paid to developing an innovation ecosystem, promoting digital transformation in industrial production, and improving the quality of human resources to meet the requirements of modern industries.

Representatives of several businesses and leaders of wards and communes expressed their expectation that the city will continue to invest in and complete infrastructure for industrial parks and industrial clusters, while improving the investment environment and simplifying administrative procedures to facilitate business expansion. In addition, appropriate mechanisms are needed to support small and medium-sized enterprises in participating in supply chains and developing supporting industries, thereby enhancing the competitiveness of the local industrial sector.

Speaking at the workshop, Vice Chairman of the City People’s Committee Phan Quy Phuong emphasized that industrial development is one of the key drivers of economic growth, job creation, higher incomes for residents, and increased state budget revenues. However, for Hue City, development must always go hand in hand with preserving and promoting cultural and heritage values, protecting the environment, and building a civilized and modern urban area. Therefore, the formulation of the Industrial Development Project for the 2025-2030 period, with a vision toward 2045, is of great significance in concretizing major policies and orientations for socio-economic development set by both the central government and the locality.

City leaders requested relevant departments, sectors, and consulting units to fully incorporate delegates’ feedback to finalize the project before submitting it to competent authorities for approval, thereby promoting the rapid and sustainable development of the city’s industrial sector in the coming years.
