Elevating Thuan Hoa to match the status of a central district

This year also presents numerous opportunities to accelerate the socio-economic development process in Thuan Hoa District. A reporter from Hue Today Weekly had a conversation with Mr. Nguyen Dinh Bach, Deputy Secretary of the District Party Committee, Acting Chairman of Thuan Hoa District People’s Committee, to discuss the plans and strategies for the district’s future development.

According to Mr. Nguyen Dinh Bach, Thuan Hoa District was established under Resolution No. 1314/NQ-UBTVQH15, issued by the National Assembly Standing Committee on November 30th, 2024, on the basis of splitting the former Hue City into two separate districts. Thuan Hoa comprises all wards located on the southern bank of the Perfume River. The district consists of 19 wards, covering a total area of 139.41 km², with a total population of 297,507 people.

Thuan Hoa District serves as the administrative-political hub of the centrally-governed Hue Municipality. It is also the cultural, tourism, commercial, financial, healthcare, and educational hub of both national and international significance. Additionally, the district is positioned as an urban area with potential to expand toward the coast and the southern region, with plans for the construction of high-end commercial and residential zones in the near future. These developments will contribute to preserving and enhancing the heritage value of Hue as a centrally-governed municipality. So far, several modern commercial centers and upscale urban areas, such as An Dong Villas, An Cuu Villas, Phu My An, and The Manor Crown, have already emerged within the district.

Right after the National Assembly Standing Committee issued the resolution, the former Hue City People’s Committee, and later the Thuan Hoa District People’s Committee, proactively devised a district separation plan and prepared for personnel arrangements. As of now, human resources have been effectively allocated, utilizing both existing civil servants and additional personnel from other administrative units and localities. This has ensured a smooth transition, allowing the new district’s administrative agencies and ward-level authorities to function efficiently without interruption.

As a central district which acts as the driving force behind Hue City’s socio-economic development, what are the upcoming plans for Thuan Hoa?

To align with the urban planning, development strategies, and programs of the newly established centrally-governed Hue City, Thuan Hoa, as a central district which acts as the driving force behind the city’s growth, has developed its 2025 socio-economic development plan. This plan, which has been presented to the District People’s Council for approval, includes 12 key targets, 4 major programs, and 6 priority projects. The most immediate and crucial task is the successful implementation of Resolution No. 175 (issued on November 30th, 2024) of the National Assembly, officially establishing Hue as a centrally-governed municipality as well as  Resolution No. 1314 (issued on November 30th, 2024) of the National Assembly Standing Committee, which outlines the restructuring of district- and commune-level administrative units in the newly established Hue City for the 2023–2025 period. In doing so, the district is committed to ensuring efficient public services for residents, organizations, and businesses from the very beginning of 2025.

Next, the district will immediately and decisively implement the restructuring of the political-administrative system, ensuring that it is streamlined, efficient, strong, high-performing, and effective, in accordance with the established directives. The focus will be on reviewing all ongoing tasks, programs, projects, and initiatives that have proven effective, ensuring their continued execution and management across the district. At the same time, the district will conduct a comprehensive review and reorganization of office spaces, public land, and assets to optimize their use and prevent waste. Post-restructuring administrative procedures will be carried out in strict compliance with regulations, ensuring stability for residents while meeting socio-economic, defense, and security requirements. The ultimate goal is to develop Thuan Hoa into a central hub for administration, politics, culture, tourism, and healthcare, positioning it as the driving force behind the socio-economic growth of the centrally-governed Hue City.

What will be the top priorities in Thuan Hoa District’s development plan?

In 2025, in addition to the implementation of key projects as planned - such as Green City, the coastal road and the bridge over Thuan An Estuary, Nguyen Hoang Road and the bridge over the Perfume River, water environment improvement projects, the Smart Culture and Tourism City project, the upgrade and expansion of Ba Trieu Road, and projects in Zones A and B of the An Van Duong New Urban Area - the district will continue to carry out projects for urban renovation, upgrading, and connectivity which aim to bring about significant transformations in the urban landscape. These initiatives include the riverside road along the Perfume River, stretching from Da Vien Bridge to Huyen Tran Cong Chua Street, the renovation of the Perfume River banks combined with a boat pier along Bui Thi Xuan Park, an outdoor stage integrated with a riverside walkway along Perfume River, and a pedestrian walkway along the riverbank from Toa Kham Wharf to the foot of Dap Da Bridge.

In addition, with the goal of economic development linked to culture; balancing between preserving tradition and promoting heritage values - the district will continue to effectively mobilize resources to invest in synchronized and modern infrastructure, fostering urban development in a smart, sustainable, and green direction. Efforts will be made to improve the business and investment environment while diversifying tourism and service products, promoting night-time economic activities, and tapping into the potential of marine, lagoon, and forest tourism. This approach will ensure a strong connection between economic and tourism development with cultural preservation, creating an urban tourism environment that is “civilized - friendly - safe - rich in identity.” Additionally, urban cultural refinement and the promotion of Hue cultural identity will be integrated with economic and tourism service development.

Another important task is to effectively mobilize and utilize resources for the restoration and preservation of deteriorating heritage sites, historical monuments, communal houses, cultural villages, garden houses, and traditional wooden houses. Besides, initiatives will also be undertaken to protect and enhance the value of natural landscapes and scenic spots, preserve and promote intangible cultural heritage, and develop a modern information and communication network. Additionally, there will be a strong focus on the comprehensive and synchronized development of cultural, artistic, and sports activities.

As Hue City has significant potential and advantages for tourism and service development, how will the district stimulate tourism demand in this locality?

In the upcoming time, the district will focus on improving investment attraction mechanisms and effectively utilizing resources to develop the economy toward green growth. It will continue to drive breakthroughs in tourism, services, and commerce by enhancing production value, supporting businesses, and promoting large-scale investment projects. These efforts aim to create unique tourism products, thereby establishing the district as an attractive destination and contributing to the local economic development.

Regarding tourism infrastructure investment, apart from the aforementioned projects, the district will continue to focus on developing urban infrastructure with a smart, sustainable, and green orientation. Steps will also be taken to implement projects for upgrading parks, streets, and green spaces to enhance the urban landscape. At the same time, the district will attract investment for projects such as the Trinh Cong Son Cultural Area and the Luong Quan Tourism Zone (Thuy Bieu). Additionally, priority will be given to urban connectivity projects, including transportation, sidewalks, and street lighting, along with expanding urban amenities and investing in inner-city roads as well as roads in suburban wards. There will also be a strong push for coastal-oriented urban infrastructure development and connectivity with the lagoon system to drive tourism, services, culture, and commerce. These efforts aim to leverage the district’s potential and advantages, elevating Thuan Hoa to match the status of a central district of the centrally-governed Hue City
