Hue defines 4 distinctive eco-tourism and community-based tourism clusters

HNN.VN - The City People's Committee has recently issued Plan No. 188/KH-UBND, dated April 2, 2026 on the development of eco-tourism and community-based tourism for the 2026 - 2027 period.

The plan aims to effectively tap into the potential and advantages of natural resources, ecosystems, landscapes, indigenous culture, traditional craft villages, and agricultural and fisheries-based livelihoods; develop eco-tourism and community-based tourism in a sustainable manner, linked to resource conservation, environmental protection, and climate change adaptation; and create unique tourism products tailored to specific ecological spaces, contributing to diversifying the city’s tourism product ecosystem...

According to the plan, the city aims to establish 4 eco-tourism and community-based tourism clusters based on typical spaces, including: riverside - suburban; lagoon - sea; mountainous area - forest ecology; and agriculture - countryside. Furthermore, the city will review and select approximately 10 - 12 wards and communes with high potential to implement these projects during the 2026 - 2027 phase; followed by evaluation and appropriate scaling based on actual conditions. At least 8 - 10 pilot models will be invested in, completed, and put into operation, ensuring the standards for infrastructure, environment, safety, and visitor reception capacity.

The development orientation for eco-tourism and community-based tourism focuses on 4 distinctive experiential clusters, including: Heritage - the Huong River - craft villages, and Hue garden houses; Coastal area - Tam Giang Lagoon - fishing village culture, and fisheries-based livelihoods; Mountainous area - stream and waterfall ecosystem - indigenous ethnic culture; and Eco-agriculture - countryside - OCOP experiences.

To ensure effective implementation, the plan sets out major groups of tasks and solutions, including: perfecting mechanisms and policies and mobilizing resources; conducting surveys, planning, and infrastructure investment; developing tourism products, services, and models; training and enhancing the capacity and quality of human resources; strengthening tourism communication, promotion, and marketing; and ensuring tourism environment.

Very few documents reveal the timing of these migration waves or the organization and formation of Vietnamese villages in the region. Yet during fieldwork, I gained access to several ancient Han-Nom documents recording the migration, land reclamation, and establishment of villages and communes. Most notably is a cadastral record dating to the 9th year of the Dai Hoa reign (1451) under King Le Nhan Tong, compiled exactly 575 years ago.
