On the morning of September 29, Deputy Prime Minister Tran Hong Ha chaired an online meeting with local authorities regarding the recovery from Typhoon No. 10. Immediately after that, Mr. Hoang Hai Minh, Vice Chairman of the City People's Committee, Standing Deputy Head of the City Steering Committee for Civil Defence; and Colonel Phan Thang, Standing Member of the City Party Committee, Commander of Hue City Military Command, organized a meeting to implement measures to overcome the typhoon's aftermath in the city.

On August 24, the City Military Command directed Regiment 6 to deploy 100 officers and soldiers along with vehicles to grassroots areas to help people brace for Typhoon No. 5 (Kajiki). At the same time, the City Military Command directed local military forces to step up support at the grassroots level, coordinating with locals to gear up for flooding and typhoon, and minimize damage to property and loss of life.
