Vanguard youth
In A Luoi 2 Commune, the image of Senior Lieutenant Khuat Viet Anh, a communal police officer, has become familiar and close to ethnic minority people in the border area, leaving a deep impression of a generation of youth living beautifully.
Born in 1997 in Son Tay Ward (Hanoi), Khuat Viet Anh was originally an officer of the Department of External Relations under the Ministry of Public Security. However, driven by a desire to contribute and the pioneering spirit of youth, he voluntarily accepted an assignment to reinforce police work in Quang Nham Commune, now A Luoi 2 Commune.
During his early days there, in addition to professional duties, Senior Lieutenant Khuat Viet Anh spent much time learning about the lives of local people. Knowing that most students in the commune are children of ethnic minorities and face significant disadvantages in accessing English education, he nurtured the idea of opening a free English class.
He boldly discussed the idea with the Commune Police Command and local authorities and received enthusiastic support. “Initially, the class was held at the community meeting house of Kleng A Bung Village, but facilities were very limited. Later, with the approval and support of the Principal Board of Quang Trung Secondary School, I was able to borrow classrooms after school hours to organize free English classes for the students,” Senior Lieutenant Khuat Viet Anh shared.
The class began in November 2024, held on Thursday and Friday evenings weekly, welcoming more than 20 ninth-grade students from Quang Trung Secondary School. “Teacher Viet Anh teaches English very well, in an easy-to-understand and funny way. Now I know a lot of vocabulary and grammar, and I even got high scores in recent tests,” said Pham Quynh Anh, a student of Quang Trung Secondary School.
Beyond the English class, Senior Lieutenant Khuat Viet Anh has also mobilized social resources to implement many social welfare models closely connected to local life. With these practical contributions, he was recently honored by the Central Committee of the Viet Nam Youth Union as one of the 20 “Youth Living Beautifully” in 2025.
At the end of last November, Senior Lieutenant Khuat Viet Anh received a decision to return to work at the Department of External Relations, Ministry of Public Security. He shared: “The time living and working in the highland area of A Luoi will always be unforgettable memories for me. At my new post, I will strive to be an active nucleus in youth union and charitable activities, connecting more benefactors and social resources to support not only people in A Luoi but also many other disadvantaged areas.”

Turning toward disadvantaged circumstances
Not only Senior Lieutenant Khuat Viet Anh, but in every task, whether patrolling to maintain public order, assisting people in handling unexpected incidents, or accompanying localities in building community life, the youth of Hue City Police always regard closeness, listening, and timely assistance to the people as measures of work effectiveness.
Major Le Viet Phuong, Head of the Youth Affairs Committee of Hue City Police, 7th term (2022–2025), shared that the youth of the city’s police force consistently implement the guiding viewpoint of the Party and the Ministry of Public Security with the spirit of “Taking the people as the root, with human factors as the decisive element in realizing policies and laws.” In this, social welfare work and volunteer activities for the community are identified as key spearheads.
A notable example is the project “Pink Bricks,” jointly implemented by the City Police Youth Committee and other units in 2025. In the Vietnam–Laos border area of A Luoi 2 Commune, the family of Mr. A Viet Bai (born in 1994) and his wife, Ms. A Viet Thi Va (born in 1992), with two young children, live in particularly difficult circumstances. The entire family lived in a temporary bamboo-and-thatch shelter of about 10 square meters, at risk of collapse at any time.
Witnessing this hardship, the “Pink Bricks” project decided to fully support the funding to build a solid house to help Mr. Bai’s family stabilize their lives.
On the day they received their dream house of nearly 40 square meters, Mr. A Viet Bai and Ms. A Viet Thi Va could not hide their emotions. “Thanks to the support of police officers and youth union members, our family now has a decent place to live like this. I don’t know what else to say except heartfelt thanks,” Mr. A Viet Bai said.
Together we will go further
Major Le Viet Phuong said that in 2025, the “Pink Bricks” project fully supported two disadvantaged cases in building solid houses, with a total value of more than VND 300 million, along with hundreds of working days contributed by young officers, soldiers, and local youth union members. The project is also a vivid demonstration of the strength of solidarity and a beautiful way of living, contributing to building the image of the city’s police youth as “Resilient, humane, pioneering, creative, volunteer-driven, achievement-oriented, selfless for the country, devoted to serving the people.”
According to Major Le Viet Phuong, given the many socio-economic difficulties in the area, the youth of Hue City Police have always proactively sought support from various resources inside and outside the locality. With a shared goal for the community, upholding the principle of “the right people, the right beneficiaries” has become the “key” that helps all parties stay connected and accompany one another long-term in social welfare activities.
For the 2025–2030 term, the youth of Hue City Police will continue to intensify communication efforts to spread positive values and humanistic spirit in the community. Young officers and soldiers will focus on promoting creativity to implement more practical projects serving people’s lives, such as livelihood support, construction of public works, and assistance for students in mountainous areas in their studies.

Earlier this December, the Ho Chi Minh Communist Youth Union of Hue City Police was honored as one of ten outstanding collectives nationwide to receive the “National Volunteer Award 2025.” On average each year, the youth of Hue City Police implement more than 30 social welfare and community volunteer activities with a total budget of about VND 2.5 billion, including programs such as “Children Sponsored by the Youth Union,” “Security Lighting,” “Cameras for Public Order and Safety,” and the integration of gifts for disadvantaged people with legal education and dissemination programs.
