Local officials were stationed at critical points, especially near the junction leading to Thao Long Dam, to help people pass safely. At these locations, ward forces established checkpoints and used specialized trucks to ferry residents and their motorbikes free of charge, giving priority to women, the elderly, and children.

Local authorities also assigned staff to survey households and persuade eight pregnant women near delivery and eighteen people with underlying health conditions to relocate to medical facilities in Hue City for safe shelter, childbirth, and treatment before floodwaters rose further.

According to Mr. Vo Van Thinh, Chairman of Duong No Ward People’s Committee, in response to Storm No. 12 and prolonged flooding, the ward proactively reviewed and listed households in need of evacuation, especially vulnerable groups. The Ward Civil Defense Command was assigned specific areas of responsibility and kept close contact with local conditions to issue timely instructions. In addition to vehicles from the Ward People’s Committee and the Urban Management Team, the locality also mobilized private dump trucks, along with five canoes and four motorized aluminum boats, ready to assist residents whenever necessary.
