At Hue meeting point, participants included Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee Nguyen Khac Toan; Standing Member of the City Party Committee and Vice Chairman of the City People’s Committee Hoang Hai Minh; along with representatives of leaders from relevant departments, agencies, and localities.
Due to the storms and floods at the end of 2025, in provinces and cities from Quang Tri to Lam Dong, 1.597 houses were collapsed or swept away; and must be rebuilt, while 34.759 houses were damaged and require repair. With the goal that every household will have a home to celebrate the Lunar New Year, the Prime Minister launched the “Quang Trung Campaign” to rebuild and repair houses for households affected by storms and floods in the Central region.
Implementing the Prime Minister’s directives, ministries, sectors, and localities have continued to promote the “Quang Trung Campaign”, To date, 1.046 out of 1.597 houses have been newly built for residents, reaching 65,5 percent. All remaining houses requiring reconstruction have been started, with construction progress ranging from 60 to 80 percent of workload completion. The Prime Minister directed all parties to “press the advantage”, completing house reconstruction for residents by January 15th, 2026, helping people stabilize their lives while also creating achievements to welcome the 14th National Party Congress.
In Hue, the number of damaged houses requiring repair was 40; to date, all have been completed, achieving 100 percent of the plan. The number of houses that were collapsed or swept away and require rebuilding is five; so far, three out of five houses have been completed, while the remaining two have reached approximately 85 percent of the progress and are expected to be completed before January 12th, 2026.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged, commended, and highly appreciated ministries, sectors, and localities, especially their leaders, for their proactive and effective implementation of the “Quang Trung Campaign”. With the goal that by January 15th, 2026 no citizen will be left without a home, the Prime Minister requested the entire local political system to mobilize maximum forces, especially the Military, Public Security forces, and socio-political organizations, to contribute and join hands in acting “rapidly, more rapidly still”, with the spirit of “three shifts, four crews”, “enduring sunshine, overcoming rain, not yielding to the weather”, so that the “Quang Trung Campaign” is completed exactly as targeted, for the joy and happiness of the people.
The Prime Minister required localities to urgently restore electricity, water supply, telecommunications signals, environmental sanitation, and transportation infrastructure; in particular, to review people’s essential needs, especially equipment such as televisions and refrigerators, … mobilize resources, and call for support so that all citizens can enjoy a joyful atmosphere, keep watch on the 14th National Party Congress, benefit from the achievements brought by the Party and the State to the People, and celebrate a warm, safe, and healthy Lunar New Year.
The Prime Minister proposed support for 34.759 households in eight Central provinces and cities whose houses require repair, at 5 million VND per household, and support for nearly 5.000 households nationwide whose houses were collapsed or swept away and must be rebuilt since the beginning of the year, at 10 million VND per household, to help families restore production and purchase essential items and equipment.
Emphasizing that the “Quang Trung Campaign” is a campaign of profound humanitarian significance, the Prime Minister called on all levels, sectors, localities, organizations, individuals, and businesses to continue responding; requested the compilation of organizations and individuals with significant contributions to the campaign for timely encouragement and commendation; and urged continued communication to highlight, replicate exemplary models and draw lessons learned for the implementation of future movements and tasks.
The “Quang Trung Campaign” is expected to end on January 15th, 2026.
