Aligning vocational training with business needs

HNN.VN - At a workshop on ‘Promoting Vocational Education Development in Line with Business Needs’, organized by Hue City Department of Education and Training on the afternoon of October 2nd, delegates proposed a range of solutions to strengthen cooperation between government agencies, training institutions and businesses, with the aim of aligning workforce training more closely with labor market needs. The workshop was held in response to Vietnam Labor Skills Day (October 4th).

Hue City currently has 28 institutions providing vocational education and training (VET), including four colleges, two vocational secondary schools, two vocational education centers, four regional vocational education and continuing education centers, and 16 other institutions involved in VET activities. The network of VET institutions continues to be reviewed and reorganized, while teaching staff, management personnel and facilities are gradually being strengthened.

At the workshop, delegates focused on assessing the current cooperation between management agencies, VET institutions and businesses. They also proposed solutions to improve the effectiveness of the ‘government - training institutions - businesses’ partnership to meet the city’s demand for high-quality human resources.

In recent years, VET institutions have actively updated their training programs and signed cooperation agreements with businesses, providing students with opportunities for internships and exposure to real-world working environments. Many businesses have also contributed to the development of training programs, accepted students for internships and placed orders for trained workers, helping narrow the gap between training and employment needs.

However, cooperation among government agencies, training institutions and businesses still faces limitations. Some agreements between training institutions and businesses remain limited to site visits and short-term internships, without extending to deeper forms of cooperation such as jointly developing training programs, investing in practical training equipment, or participating directly in the training process. There are also shortcomings in financial mechanisms and resource sharing between VET institutions and businesses. In addition, most businesses in the city are medium-sized, small or micro enterprises, limiting their ability to make long-term recruitment commitments.

To improve the effectiveness of cooperation, the workshop proposed greater digitalization of connections among government agencies, training institutions and businesses. Businesses’ recruitment needs and training orders, as well as the training capacity of VET institutions, should be made publicly available on a shared city platform. Delegates also called for a stronger shift towards the dual training model, with students spending more time on practical training at businesses, while training programs should be updated to include digital skills, new technologies and knowledge of artificial intelligence in line with labor market requirements.

Delegates also proposed improving mechanisms to encourage businesses to invest in vocational training, participate in teaching, and establish practical training workshops, while strengthening vocational skills advisory subcommittees with the participation of government agencies, training institutions and businesses. This would help ensure that the selection of training fields and the scale of training are based on actual workforce needs, while reducing the mismatch caused by VET institutions offering training based on their existing capacity rather than actual recruitment demand.
