Nature-based development
In his opening remarks, Mr. Tran Huu Thuy Giang, Member of the City Party Committee and Vice Chairman of the City People’s Committee, emphasized that Tam Giang - Cau Hai is the largest brackish water lagoon system in Southeast Asia, playing a particularly important role in terms of environment, biodiversity, and as a foundation for the sustainable livelihoods of hundreds of thousands of local households.
To harness and promote the value of this area, the Politburo issued the Resolution on the construction and development of Thua Thien Hue Province (now Hue City) through 2030, with a vision to 2045. The Prime Minister also approved the socio-economic development plan for the Tam Giang - Cau Hai lagoon area. These serve as both a legal foundation and a strategic driving force for the city to continue pursuing its development goals in the new phase.
At the conference, delegates focused discussions on development orientations for the Tam Giang - Cau Hai lagoon area based on harmony with nature, enhancing climate resilience, and mobilizing green investment resources for long-term development.

Delegates also reached consensus that nature-based development approaches and nature-based solutions are no longer merely environmental choices, but are becoming strategic requirements for minimizing investment risks, enhancing resilience, and opening up new green growth opportunities.
Green investment
Within the framework of the conference, a dialogue session on mobilizing green investment for nature-based development in the Tam Giang - Cau Hai lagoon area drew the participation of representatives from the Ministry of Finance, the Ministry of Agriculture and Environment, international organizations, commercial banks, investment funds, businesses, and development partners.

Mr. Van Ngoc Thinh, Director of WWF-Vietnam, affirmed that in the current context of climate change, well-planned investments in coastal wetlands will play a key role in enhancing ecosystem resilience while preserving biodiversity and the livelihoods of coastal communities.
According to the delegates, the market does not lack funding sources for green and climate-related projects. However, what remains insufficient are projects with suitable financial models and the capacity to meet international standards on environment and long-term resilience. Tam Giang - Cau Hai has the potential to become a “climate investment space” for the Central region, provided that a clear portfolio of green projects, an effective inter-sectoral coordination mechanism, and a transparent data platform for investment can be established.
Mr. Tran Huu Thuy Giang stated that the city clearly recognizes that the State budget alone cannot meet all climate adaptation investment needs. Therefore, mobilizing social resources and long-term green capital is essential. To effectively attract such resources, the city is committed to improving planning work, building an effective inter-sectoral coordination mechanism, and preparing a portfolio of high-quality green projects with a long-term vision to call for investment.

At the conference, WWF-Vietnam officially announced and presented the title of “National Winner” in WWF’s One Planet City Challenge (OPCC) 2026 to Hue City. This title serves as motivation for Hue to continue pursuing its direction of a green and sustainable heritage urban development.
