According to Decision No. 192/QD-UBND dated January 13, 2026 approving the investment policy for the project, the total investment capital is estimated at 2,200 billion VND. The project is intended to replace the existing Phu Luu Bridge, which has deteriorated and no longer meets load capacity requirements or the increasing traffic demand.
The project begins at the intersection of Truong Gia Mo Street and the extended Le Duc Anh Street in Vy Da Ward, and ends at the intersection of Nguyen Gia Thieu Street and Ho Quy Ly Street in Phu Xuan Ward. The project includes a new bridge and approach roads at both ends, with a total length of approximately 2.76 km and a width of 26 meters. It will be invested with synchronized technical infrastructure, including pedestrian walkways, sidewalks, greenery, lighting systems, drainage systems, and traffic safety facilities.
Mr. Tran Ngoc Chinh, Architect, Chairman of the Vietnam Urban Planning and Development Association, and Head of the Competition jury, stated that the bridge crossing Con Hen is a project of special significance for Hue’s urban landscape. Beyond serving transportation needs, the bridge should also become an architectural and scenic landmark within the heritage urban space.

Speaking at the jury meeting, Mr. Nguyen Khac Toan emphasized that the bridge crossing Con Hen is more than just a transportation project; it also plays an important role in shaping Hue’s urban development space in the new phase.
According to Mr. Nguyen Khac Toan, through the architectural design competition, the city aims to select the most optimal proposal that meets technical, transportation, safety, and investment efficiency requirements, while also possessing aesthetic value, a distinctive identity, and harmony with the scenery of the Huong River and Hue’s heritage urban landscape.
Mr. Hoang Hai Minh noted that every bridge spanning the Huong River should maintain harmony with the history, landscape, and cultural depth of the Ancient Capital. Therefore, the design for the bridge crossing Con Hen should strive for uniqueness, distinction, and grandeur, becoming a new architectural landmark on the Huong River and contributing to the enrichment of Hue’s cultural and scenic urban space.
Following discussions and evaluations of the submitted proposals, the jury selected 4 proposals to advance to the next round. The results will serve as an important basis for the city to continue reviewing and selecting the most optimal design, ensuring harmony between technical requirements, functionality, investment efficiency, and architectural and landscape value.
