Preparations underway for Phase 2 of the Water Environment Improvement Project

HNN.VN - On the afternoon of September 3rd, Hue City People's Committee worked with a delegation from Japan International Cooperation Agency (JICA) to review preparations for the implementation of the Water Environment Improvement Project – Phase 2 (Priority Area).

The meeting was co-chaired by Standing Vice Chairman of Hue City People's Committee Hoang Hai Minh and JICA Vietnam Deputy Chief Representative Kobayashi Kenichi.

The project has a total estimated investment of JPY 27,255.14 million, equivalent to around VND 4.279 trillion. Of this, JPY 22.437,11 million, or around VND 3.522.6 trillion, will come from Japanese ODA loans, while the remaining VND 756,4 billion will be provided as domestic counterpart funding. The project is scheduled to be implemented from 2027 to 2032, with Hue City People's Committee serving as the investment management agency.

The project will cover an area of around 934 hectares across Phu Xuan, Kim Long, Hoa Chau and Huong An wards. The area plays a strategic role in the city's northern urban development and is closely connected with its system of rivers, lakes and waterways, as well as the complex of relics within Hue Imperial City.

At the meeting, the two sides reviewed and agreed on key issues concerning the project's scale, funding, implementation schedule and technical requirements. The focus of Phase 2 is to develop a comprehensive drainage and centralised wastewater treatment system in the northern bank area. A key component will be a wastewater treatment plant with a capacity of 30,000 cubic metres per day, expandable to 50,000 cubic metres per day, together with a network of pumping stations and wastewater collection sewers, helping end the direct discharge of wastewater into the environment.

The project will also dredge waterways and lakes within Hue Imperial City relic complex and improve water quality, while upgrading the landscape in combination with preserving the heritage space. Facilities to improve flood drainage, protect drainage corridors and strengthen climate change resilience will also be integrated into the project.

Emphasising the importance of the project, Standing Vice Chairman Hoang Hai Minh highly appreciated the support of the Japanese Government and JICA. He requested that preparations be carried out carefully to ensure a balance between urban infrastructure development and the preservation of heritage values.

At the end of the meeting, the two sides agreed to continue close coordination to complete investment preparation procedures and technical plans, laying the groundwork for developing Hue into a green and sustainable city.

"The rain forecasting software has assisted in consulting, directing and operating reservoirs, monitoring rain and flood, and sharing information, contributing to the good implementation of natural disaster prevention and control," assessed Vice Chairman of the Provincial People's Committee Hoang Hai Minh at the inauguration ceremony of the project for “Emergency Reservoir Operation and Effective Flood Management Using Water related Disaster Management Information System”, which took place on May 12.
