Hue City Has Bilateral Talks and Signs Supplementary Cooperation Agreement with Champasak, Laos

That was the emphasis of Mr. Nguyen Khac Toan, Chairman of Hue City People’s Committee, at the talks and signing ceremony for the supplementary cooperation agreement with leaders of Champasak on the afternoon of April 11. Representing Champasak Province was Mr. Souksavanh Vilayvong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Government.

At the talks, Chairman Nguyen Khac Toan extended his congratulations on Laos’s recent major achievements, particularly the success of the 12th National Congress of the Lao People’s Revolutionary Party, as well as the elections of the 10th National Assembly and the 5th-term Provincial People’s Councils.

He affirmed that cooperative ties between the two localities have been consistently maintained and effectively developed, with healthcare cooperation standing out as a highlight. This is reflected in Hue facilitating access for residents of Champasak to receive medical examination and treatment at Hue Central Hospital and the University of Medicine and Pharmacy, Hue University.

The two sides agreed to enhance delegation exchanges further and expand cooperation across various fields, including economy, trade, tourism, healthcare, and education. They also committed to strengthening people-to-people exchanges, developing human resources training, and promoting tourism.

At the same time, both sides will also work towards diversifying export products and strengthening bilateral trade linkages. In addition, they will step up joint tourism promotion efforts, including destination branding activities and cultural-tourism exchange programs, especially during the annual Hue Festival, thereby contributing to more effective cooperation and closer ties between the two localities.

Speaking at the working meeting, Mr. Souksavanh Vilayvong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Administration of Champasak, highly appreciated the attention and support extended by the Party, State of Vietnam, and by Hue to Champasak in recent years.

He expressed his desire that the two localities would continue to deepen their cooperation, particularly in potential areas such as high-tech agriculture and tourism.

Within the framework of the working session, both sides signed a supplementary cooperation agreement for the 2022-2026 period between Hue and Champasak. Accordingly, Hue will continue to support human resource training for Champasak, in which, starting from the 2024-2025 academic year, the number of full scholarships increases to 15 per year.

In the field of tourism, both sides will coordinate to organize a tourism connectivity conference among Thailand, Laos, and Vietnam, while promoting cooperation through the East-West Economic Corridor.

In the healthcare sector, Hue Central Hospital will provide annual training and professional development for 15 healthcare personnel from Champasak, and will also consider offering medical equipment support when feasible conditions are in place.

The agreement takes effect from April 11, 2026, to December 31, 2026, and forms an integral and inseparable part of the 2022-2026 cooperation framework.

The signing of the agreement holds significant importance as it concretized and further advances the previously agreed areas of cooperation, thereby deepening and making the partnership between the two localities more practical, substantive, and effective.
