At the meeting, Mr. Hiroshi OMURA expressed his appreciation for the warm welcome extended by Hue’s leaders. The Director of the Shizuoka City Environment Bureau said he hoped the visit would further advance cooperation under the City-to-City Collaboration Program for Carbon Neutrality (C3P) and provide an opportunity for both sides to discuss and align their strategic priorities for the years ahead.
Supported by Japan’s Ministry of the Environment (MOEJ), the C3P program seeks to advance the implementation of Hue City’s Climate Change Action Plan through city-to-city collaboration. It also introduces the cutting-edge carbon-reduction technologies from Japan, with a particular focus on technologies developed by companies based in Shizuoka.
According to Mr. Hiroshi OMURA, Shizuoka is currently developing and applying a range of advanced technologies to support greenhouse gas emission reduction goals. These include high-efficiency LED lighting systems integrated with renewable energy, high-performance boiler technology, and carbon capture and reuse solutions in cement production… These technologies will serve as an important foundation for strengthening and expanding cooperation on environmental protection between the two cities.
Mr. Hiroshi OMURA affirmed that he will actively promote Hue’s image to partners, businesses, and investors in Shizuoka, contributing to the strengthening of friendly cooperative ties between Hue and localities in Japan.

Vice Chairman of Hue City People’s Committee Ha Van Tuan noted that over recent years, Hue has developed and sustained comprehensive and effective partnerships with numerous localities in Japan across a wide range of sectors, including trade, tourism, education, healthcare, labor, cultural exchange, and environmental protection.
He affirmed that Hue is pursuing the goal of sustainable development, aiming to become a heritage, cultural, ecological, and environmentally friendly city. Accordingly, the city places strong importance on international cooperation in addressing climate change challenges, while also strengthening environmental management and advancing green transition.
Reaffirming the practical significance of the C3P project for Hue’s green development orientation, Vice Chairman Ha Van Tuan pledged that Hue will always welcome and create the most favorable conditions for Shizuoka agencies, organizations, and businesses to effectively implement the project.
At the same time, he also expressed his hope that Shizuoka will continue to promote cooperation programs in training, scientific research, and technology transfer, while strengthening connections and expanding collaboration between enterprises of both sides. He expressed confidence that these activities will serve as a solid bridge, further deepening the friendly relations between Vietnam and Japan in general, and between Hue and Japanese localities in particular.
