Hue’s elevation to a centrally-governed municipality from early 2025 has taken place in a special context: the country is undergoing a major administrative restructuring, reducing the number of provinces and cities from 63 to 34. While 52 other localities are expanding through mergers, Hue has chosen a different path - no consolidation, no expansion by aggregation, but an upgrade built on its existing identity and structural foundation.

The Ministry of Agriculture and Environment has just announced the 2024 environmental protection rankings (covering 63 provinces and centrally governed cities before administrative mergers) based on the PEPI Index. Thua Thien Hue Province, now Hue City, has risen to claim first place on the rankings.

The “Digital literacy for all” program has been implemented in Phu Bai Ward as a practical activity to help people access technology, equip them with basic digital skills, and become more confident in using digital platforms for daily life, work, and administrative procedures.

On the morning of December 25 in Ho Chi Minh City, Kim Long Motor Hue Joint Stock Company and Con Dao Group signed a comprehensive strategic cooperation agreement to supply electric vehicles, including urban electric buses, for public transportation services in the Con Dao special administrative zone.

On December 24, Vice Chairman of the City People's Committee Tran Huu Thuy Giang conducted an inspection of housing construction for people under the “Quang Trung Campaign”, the allocation of resettlement land for households in landslide-prone areas, and the processing of administrative procedures in the communes, including Khe Tre, Nam Dong, and Long Quang (part of formerly Nam Dong District).

On September 17th, Hue City People’s Committee office organized a training session on administrative procedure (AP) control and communication culture for public officials and employees (POEs) working at the Public Administrative Service Center.

“Together Vietnam moves forward - One billion steps into a new era” took place simultaneously in 34 provinces, cities, 3,321 communes, wards, and special administrative zones across Vietnam on the morning of August 16.

According to Hue City People’s Committee Office, between July 1st and 14th, 2025, Hue City received and processed 17.710 administrative procedure applications across 40 communes and wards, with an online submission rate of 75,78%.

In just the first two days (July 1st – 2nd) of implementing the two-tier local government model, over 846 applications were received at 40 Public Administrative Service Centers at the ward and commune levels in Hue City. The dedication of civil servants and volunteers, along with the application of technology, has made a positive impression, helping residents quickly adapt to the administrative procedures under the new two-tier local government system.

For four consecutive years, Hue City has ranked among the top 10 provinces and cities nationwide in the Provincial Competitiveness Index (PCI). This is a remarkable achievement for Thua Thien Hue (now Hue City), especially in the context of increasingly fierce competition among localities to attract investment. The result not only reflects a stable business and investment environment, but also demonstrates a significant shift in governance mindset and the improved quality of the civil servants – a pioneering force in building a service-oriented government.
