After 12 days of assisting the authorities and people of Hue City in overcoming the aftermath of heavy rains and floods, on the afternoon of November 11, over 500 officers and soldiers from Division 968 (Military Region 4) completed their mission and withdrew to their unit.

On the afternoon of November 10, Mr. Phan Thien Dinh, Chairman of the City People’s Committee, held a meeting with the senior delegation of WWF International led by Mr. Martin Kabaluapa Kapinga, Managing Director overseeing WWF offices.

Following the directive from the Chairman of Hue City People's Committee, on November 10, Hue City Civil Defense Steering Committee issued an official dispatch requesting the People's Committees of wards and communes in the city to conduct surveys to mark the highest flood traces during the flooding event, from October 25 to November 3, within the premises of offices, schools, low-lying routes, public works, and flood warning towers in the local areas.

On the morning of November 10th, Member of the Party Central Committee, Vice President of Vietnam Fatherland Front Central Committee, and President of Vietnam General Confederation of Labor (VGCL) Nguyen Dinh Khang visited Hue City to offer encouragement and present relief aid to trade union members and workers severely affected by the historic floods occurred in late October 2025.

On the afternoon of November 7th, Deputy Secretary of the City Party Committee and Chairman of Hue City People’s Committee Phan Thien Dinh, together with Standing Committee Member of the City Party Committee and Chairwoman of Vietnam Fatherland Front Committee of Hue City Nguyen Thi Ai Van, received a donation of 1 billion VND from Vietravel Tourism Joint Stock Company to support the city’s post-flood recovery efforts.

On the morning of November 6th, at the Forward Command Headquarters located at the Gia Lai Provincial Military Command, Deputy Prime Minister Tran Hong Ha, Member of the Party Central Committee, Standing Deputy Head of the National Civil Defense Steering Committee, chaired a hybrid (in-person and online) meeting to urgently implement measures to respond to Storm No. 13 (Kalmaegi) with the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, and Khanh Hoa.

On the morning of November 5, the road management unit reopened one lane of traffic at the position of Km 317+150 on Pe Ke Pass, part of the Ho Chi Minh Highway passing through A Luoi 1 Commune, Hue City.

On the afternoon of November 4th, Deputy Secretary of the City Party Committee and Chairman of Hue City People’s Committee, Mr. Phan Thien Dinh, together with the Standing Committee of Vietnam Fatherland Front Committee of the city, received a donation of 1 billion VND from Cotana Group to support post-flood recovery efforts. ​

A section of Hue Imperial Citadel wall collapsed after days of heavy rain and flooding. The fallen section, about 15 meters long, is located on the northern side of Hue Imperial City, next to the park along Dang Thai Than Street (Phu Xuan Ward).

On the morning of November 3, 1,135 households with 3,121 people from 32 communes and wards were relocated to safe areas by the local authorities and functional agencies.
