Also attending the session were member of the Standing Board of the City Party Committee and Standing Vice Chairman of the City People’s Committee Hoang Hai Minh; Vice Chairmen of the City People’s Committee Tran Huu Thuy Giang, Ha Van Tuan, and Nguyen Van Manh; along with leaders of relevant departments and agencies.
From a “City with Heritage” to a “Heritage City Generating Growth”
At the meeting, representatives of the consulting unit presented proposals on special mechanisms and policies for Hue City’s development in the new phase. The report focused on assessing the requirements facing Hue after becoming a centrally governed municipality, while also proposing groups of mechanisms and policies aimed at opening new development space for the city.
According to the draft project orientation, special mechanisms and policies need to be studied based on a proper recognition of Hue’s position, potential, and distinctive characteristics, in which heritage, culture, ecology, specialized healthcare, education, tourism, the marine economy, logistics, and the Chan May - Lang Co area were identified as important factors for creating development breakthroughs.
The project also emphasized the need to shift from the perspective of a “city with heritage” to a “heritage city creating growth”, while establishing sufficiently strong, focused, and targeted mechanisms tied to responsibilities and measurable outcomes.
During discussions, delegates focused on major issues such as: mechanisms that are truly unique to Hue; mechanisms capable of generating revenue and development momentum; and mechanisms that allow the city to develop rapidly while still ensuring sustainability…
Participants agreed that Hue’s special mechanisms must differ at a strategic level, associated with a heritage urban model featuring a dense concentration of heritage assets, while also connecting with new development spaces such as Chan May - Lang Co, the marine economy, logistics, specialized healthcare, and cultural industries.

Opening new development space
At the meeting, many delegates stated that Hue is a distinctive heritage city that embodies unique cultural, historical, landscape, human, and lifestyle values, while possessing systems of tangible, intangible, and documentary heritage of national, regional, and international significance. Therefore, the development of special mechanisms and policies should more clearly define Hue’s competitive advantages and unique development drivers.
In addition, many opinions proposed that the city strengthen cooperation with organizations, businesses, and travel agencies to develop tourism routes, tours, and products carrying Hue’s distinctive identity, thereby attracting tourists, extending visitor stays, and improving service quality.
Delegates also discussed studying pilot public-private partnership (PPP) models in the cultural industry sector. They further noted that new economic models such as the green economy, digital economy, and healthcare economy would make important contributions to the city’s future development process.
In his concluding remarks, Chairman Nguyen Khac Toan highly appreciated the proposals and contributions from the consulting unit and departments, while affirming that all comments would be fully incorporated into continued revisions and improvements of the project with a focused and targeted approach aligned with the city’s development requirements in the new period.
Chairman Toan requested continued research and restructuring of the project dossier around three main pillars: the heritage urban model; the Tam Giang – Cau Hai Lagoon ecosystem, especially the orientation toward establishing a lagoon park; and mechanisms and policies related to planning and land management to facilitate industrial development in the coming period.
At the same time, greater clarification is needed regarding financial and budgetary mechanisms associated with increasing revenues from import-export activities, customs, and public investment, as well as new special mechanisms. He also requested that implementation timelines be clearly identified to accelerate completion of the project.
Chairman Toan emphasized that the project should select mechanisms that are truly “sharp and clear,” with practical effectiveness and without being overly broad. Priority should be given to key areas such as the heritage urban model, the Tam Giang - Cau Hai Lagoon ecosystem, and new growth drivers.
According to Chairman Toan, the proposed special mechanisms and policies must maximize Hue’s advantages, particularly its heritage, culture, tourism, specialized healthcare, marine economy, logistics, and emerging economic models. On that basis, the project should help create a foundation for Hue to achieve rapid and sustainable development worthy of its status as a centrally governed municipality and Vietnam’s distinctive heritage urban area.
