| The two groups exchanged and shared experiences on digital transformation |
The Ha Nam delegation was led by Mr. Nguyen Duc Vuong, Vice Chairman of Ha Nam People's Committee. Welcoming and working with the delegation were Mr. Nguyen Thanh Binh, Standing Vice Chairman of Thua Thien Hue People's Committee, along with representatives of various departments and agencies.
Recently, in order to promote development and transition from an electronic government to a digital government, specifically, by building a comprehensive IT and communication infrastructure, Thua Thien Hue has established a complete Data Center infrastructure to store and process large data and deploy shared information systems and smart urban services. The province has also developed and implemented applications from the provincial level down to the commune level, such as management and administration systems.
Thua Thien Hue has completed the institutional framework for digital transformation and the foundation for developing electronic and digital government. It has gradually integrated and interconnected specialized databases, digitized data across various sectors and levels in the province, and ensured network security with robust connectivity infrastructure.
The practical operation of these services has enhanced the quality and innovation of state management activities, increasing the satisfaction of the people and businesses with government operations. The province's Intelligent Operations Center (IOC), under the Department of Information and Communications, has many effective smart applications, notably the Hue-S app, which has proven to be highly effective.

The province has also developed an electronic government with initiatives in smart urban development, making local management and administration compatible with the Fourth Industrial Revolution. It has implemented internal procedures for administrative processes under the jurisdiction of local governments and established 100% electronic procedures for administrative processes on the province's one-stop electronic information system.
Impressed with Thua Thien Hue's achievements, the Ha Nam delegation and the People's Committee exchanged and shared experiences on creating structures and policies to facilitate the implementation of digital transformation linked with administrative reform. They explored the basic components of Hue's digital transformation ecosystem and shared experiences with consistent and thorough IT and digital transformation applications. They also discussed improving the quality and efficiency of online public services, connecting provincial administrative information systems with the national public service portal, developing data strategies, integrating data, and completing information systems and sectoral databases.

During the meeting, Mr. Nguyen Duc Vuong, Vice Chairman of the Ha Nam People's Committee, praised the socio-economic development achievements of Thua Thien Hue, noting that the province consistently ranks among the top in the country and has made significant advancements. The results achieved in digital transformation have created a new outlook, with strong IT applications, electronic government development, digital government, and smart urban initiatives contributing significantly to local socio-economic development.
Mr. Nguyen Duc Vuong expressed gratitude for Thua Thien Hue's shared experiences, noting that the innovative and breakthrough approaches in digital transformation implementation will be valuable lessons for Ha Nam to learn from, aiding its socio-economic development in the future.
On the same day, the Ha Nam delegation visited the provincial Intelligent Operations Center - IOC and exchanged insights with the provincial Department of Information and Communications about the center's operations.
