Focusing on key projects
The Northern bank of Nguyen Hoang Bridge is considered one of Hue's most beautiful spaces, located along the Kim Long - Thien Mu - Da Vien cultural and tourism route. The landscape embellishment project here, originally a component of the Nguyen Hoang Street and Bridge project, was separated and assigned to the City Green Park Center as the investor.
The project covers an area of nearly 4.8 hectares, with a total investment of 50 billion VND, including a granite-paved walkway, an outdoor stage made of ironwood, a parking lot, an aesthetic lighting system synchronized with Nguyen Hoang Bridge, and a modern public service-restroom area. The philosophy of “avoiding the excessive use of concrete” is the project’s highlight, along with maximizing open space, and creating expansive views towards the Huong River was thoroughly applied to this work.
According to the dossier, the appraisal of the 1/500 master plan will be completed in early December 2025; the investor anticipates that the project will be approved, and a contractor will be selected in January 2026, allowing construction to begin in early 2026.
Heading towards the sea, the project of coastal road and the bridge passing over Thuan An estuary is a strategic project to expand Hue's urban space to the east. The project has a total investment of 3,496 billion VND (with 2,400 billion VND in Phase 1), and a scale of 21.8 km; in which the previously invested section is 7.785 km long and the bridge is 2.36 km long. This is considered a “lever” to create momentum for the formation of a coastal urban-tourism space.
Currently, the bridge passing over Thuan An estuary is basically completed, and the contractor is installing artistic lighting and cameras. Construction is also being accelerated at both ends of the bridge: the Hai Duong side has laid the subgrade along the entire route and asphalted 1.5 km; and the Thuan An side has completed nearly 1 km. When the entire route is finished, the project will not only generate up to 1,500 hectares of developable land, but also shorten the rescue route during the rainy and stormy season.
On the North-South axis, the Resettlement Area 06 Project in Vy Da Ward, serving the high-speed railway line, a particularly important national project, is also being prioritized for accelerated progress. The Resettlement Area covers an area of 2.5 hectares, with a total investment of nearly 39 billion VND, including 74 land plots ranging from 85 to 200 m². Although construction started in August 2025, it has only reached 8% of the workload due to site clearance issues. After approval and compensation payments, 90% of the area was handed over; however, the Project still has to “race” to meet the deadline for land handover before March 30, 2026, and complete the entire project before May 30, 2026.

Determined to resolve site clearance bottlenecks
Despite carrying many expectations, key driving projects of Hue are facing bottlenecks in the resettlement land fund. This is the main reason for the slow progress, causing difficulties in compensation and site clearance, which prevents construction teams from deploying simultaneously.
The Thuan An - Hai Duong Coastal Road Project is the clearest example. According to the Management Board of Investment and Construction Project Area 1, the Resettlement Area B5 is the “key support” for addressing the resettlement needs for the entire coastal route and related projects. The project has 145 land plots, of which 121 have been allocated, leaving only 24 plots where infrastructure is being completed. However, a legal entanglement arose: 2 houses at the N2 intersection did not meet the conditions for resettlement allocation according to the old law; but according to the Land Law in 2024, they are eligible. This requires updating the dossier, prolonging the processing time, and delaying the site clearance progress.
To solve the difficulties, the City People's Committee has proposed groups of solutions to accelerate the appraisal and approval of dossiers. Resettlement projects like the expanded B5 area, covering 8.33 hectares, with 82 plots, and total investment of 210.6 billion VND, must be approved in December 2025, implemented in early 2026, and start allocating resettlement land from July 2026. The city also requires relevant units and localities to maximize resources for site clearance work, considering it the decisive step to unlock the entire chain of the key driving projects. Preparing a sufficient resettlement land fund not only serves current needs, but also creates a proactive stance for future projects.
During a field inspection at the projects on December 1, Mr. Nguyen Khac Toan, Deputy Secretary of the City Party Committee, Chairman of Hue City People's Committee, requested that units must place the highest priority on the progress and quality of the works. He emphasized that the key driving projects are directly linked to the community's benefits and the people's expectations. Therefore, the components must be implemented seriously, according to commitments, and ensure safety during the construction process.
Regarding the resettlement, Mr. Nguyen Khac Toan stated that this is a “key-unlocking” task for the entire project chain, so it must be deployed urgently, ensuring that people are allocated new accommodation that are equivalent to and more convenient than their old one so that they can feel secure in handing over the site.
Mr. Nguyen Khac Toan also requested that investors, project management boards, and local authorities proactively coordinate, review, and definitively resolve existing site clearance issues. Related dossiers and procedures must be completed quickly and consistently among departments and agencies to avoid the situation of shirking responsibility or prolonging the approval time, aiming to create a clean site as soon as possible for construction works to be completed on schedule.
