Ensuring construction progress of schools in the border communes of A Luoi

HNN.VN - On the afternoon of February 4th, Member of the Party Central Committee and Secretary of the City Party Committee Nguyen Dinh Trung inspected the progress of investment and construction of boarding inter-level schools (primary and lower secondary) in the communes of A Luoi 3 and A Luoi 4, as well as visited and extended Lunar New Year greetings to families of meritorious persons and exemplary relatives of fallen contributors in the communes of A Luoi.

Resolving obstacles

Implementing Notice of Conclusion No. 81-TB/TW dated July 18th, 2025, of the Politburo on the policy of investing in school construction for border communes, and Government Resolution No. 298/NQ-CP dated September 26th, 2025, issuing an action plan to implement this notice, Hue City is currently carrying out a plan to build five new schools in five communes: A Luoi 1 through A Luoi 5. On August 30th, 2025, the city commenced the construction of the first two school sites in A Luoi 3 and A Luoi 4.

At the A Luoi 3 inter-level school site, according to Hue Project Management Board for Construction Investment and Urban Development Project (the project owner), mine clearance and site clearance have been completed. Consulting packages are being implemented according to contractual schedules and project plans. Since December 2025, the Project Management Board has signed contracts with construction contractors and commenced project implementation. To date, reinforcement fabrication and installation, floor slab construction, column concreting, ground leveling for yards and internal roads, and installation of fire prevention and firefighting systems in major buildings such as administrative offices, multi-purpose halls, libraries, staff housing, and kitchens have been completed. The cumulative completed volume has reached 16% of the contractual progress.

Regarding satellite facilities, including upgrades to Hong Thai and Hong Thuong primary schools, consultations on the overall site planning have been completed, and the People’s Committee of A Luoi 3 commune has reported on the results of community consultations. Currently, the Project Management Board is coordinating with consulting units to seek approval for water supply and drainage connections and to finalize documentation for planning approval. This follows the directive of the City People’s Committee in Notice No. 32/TB-UBND dated January 28th, 2026, on standardizing investment scale and cost estimates for upgrading, renovating, and repairing primary schools to ensure semi-boarding teaching conditions that meet standards and available investment resources.

Mr. Ha Xuan Hau, Director of Hue Project Management Board for Construction Investment and Urban Development Project, stated that cumulative central government funding allocated to date amounts to VND 72.4 billion, with cumulative disbursement reaching VND 42.7 billion. Advance payments for construction contracts and other consulting expenses account for approximately 59% of the allocated central budget. Currently, the Project Management Board has completed overall site planning and design plans for the primary schools and submitted them to competent authorities for review and approval. The Project Management Board will continue coordinating with design consultants and related units to survey, assess current conditions, and review investment scales at satellite facilities to ensure suitability with usage needs and funding capacity. Upon completion, the Project Management Board will report to the City People’s Committee for consideration and decision.

The A Luoi 4 inter-level school project commenced in December 2025 and is expected to be completed by July 2026, with a total investment of over VND 240 billion from the central government budget. The project is managed by the Regional Project Management Board No. 2 for Investment and Construction. To date, the completed construction volume has reached approximately 20% of the total construction value. Mr. Ho Huu Phu, Deputy Director in charge of the Regional Project Management Board No. 2 for Investment and Construction, noted the project is currently facing several construction difficulties that are affecting overall progress.

Accelerating progress

Hue City is one of 22 localities nationwide with land-border communes approved for investment in five school construction projects for border communes A Luoi 1 through A Luoi 5, with a total estimated budget of approximately VND 1.2 trillion, in accordance with Politburo Notice of Conclusion No. 81-TB/TW dated July 18th, 2025.

At the inspection, Standing Vice Chairman of the City People’s Committee Nguyen Thanh Binh emphasized that the simultaneous implementation of border school projects not only meets the needs for safe and adequate education and living conditions for children in border areas, but also demonstrates the special attention of the Party and the State toward mountainous and border regions. These are strategic projects that contribute to improving educational standards, developing a pool of ethnic minority cadres, and promoting socio-economic development in association with strengthening national defense and security. Accordingly, the City People’s Committee has issued strong and close directives, mobilized maximum resources, and fostered close coordination among units to promptly resolve difficulties and obstacles during implementation. In addition, the city requires weekly progress reports from project owners to ensure that projects are completed on schedule and with quality, serving the 2026-2027 academic year.

Concluding the working session, Secretary of the Municipal Party Committee Nguyen Dinh Trung praised the spirit and efforts of contractors and project owners in ensuring the progress of boarding inter-level primary and lower secondary schools in the communes of A Luoi. The Standing Committee of the City Party Committee will conduct monthly evaluations and assign the City People’s Committee and relevant departments to thoroughly address the issues related to construction materials, review investment scales at satellite facilities, and ensure suitability with actual needs. He also requested that project owners concentrate machinery and manpower, accelerate construction progress, and bring the projects into use as soon as possible.

On the same day, Secretary of the City Party Committee Nguyen Dinh Trung visited and extended Lunar New Year greetings to Border Guard posts in the area, presented gifts to families of meritorious persons and exemplary relatives of fallen contributors in the A Luoi communes, and visited the “Spring of the Border Guards – Warming the Hearts of Villagers” program.

During a visit to the family of Ms. Le Thi Truong (A Luoi 5 commune), Secretary of the City Party Committee Nguyen Dinh Trung warmly inquired about her health and living conditions and expressed deep gratitude for the sacrifices and losses her family made for the revolutionary cause and the struggle for national independence. He conveyed his best wishes to her and her family on the occasion of the Lunar New Year of Binh Ngo 2026 (the Year of the Fire Horse), and expressed hope that she would continue to be a role model for her descendants and younger generations. On this occasion, he presented Ms. Le Thi Truong with the 55-year Party Membership Badge in celebration of the 96th anniversary of the founding of the Communist Party of Vietnam.

In A Luoi 2 commune, during a visit to extend Lunar New Year greetings to Hero of the People’s Armed Forces Ho Vai, Secretary of the Municipal Party Committee Nguyen Dinh Trung warmly inquired about his health and living conditions, expressed gratitude to a person of meritorious service, and affirmed the Party’s and State’s recognition of Hero Ho Vai’s great contributions to the cause of national liberation and reunification.
