This activity was held to celebrate the 51th anniversary of Hue’s Liberation Day (March 26, 1975 - March 26, 2026). The groundbreaking ceremony was conducted in a hybrid format, combining in-person and virtual participation, connecting 17 provinces and centrally governed cities, and broadcast live on the VTV1 channel of Vietnam Television.
Hue City is among 22 localities nationwide with land border communes selected for investment in 5 school construction projects in A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4, and A Luoi 5.
Immediately following the Politburo’s conclusion, the Prime Minister’s directives, and guidance from central ministries and agencies, the City People’s Committee proactively identified the project portfolio, needs, scale, scope, and investment plans for the schools, while completing the necessary procedures to register with the central authorities for the development of 5 multi-level school projects in A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4 and A Luoi 5, with a total estimated investment of over VND 1.1 trillion.
Accordingly, the city started the constructions of 2 schools in A Luoi 3, and A Luoi 4 communes in the third quarter of 2025, with completion scheduled before August 30, 2026. The remaining 3 schools in A Luoi 1, A Luoi 2 and A Luoi 5 communes officially started construction on March 1, and these projects are expected to be completed before July 30, 2027.

The A Luoi 1 multi-level school project has a total floor area of approximately 17,713 m2, with a total investment of VND 245 billion. It is designed to accommodate around 1,435 students, including 875 primary students and 560 secondary students. The project is built to meet Level-2 national standards for school facilities as stipulated by the Ministry of Education and Training, ensuring adequate conditions for teaching and learning, as well as for students’ cultural, mental, and physical development, living conditions, and safety at both primary and secondary levels.
The A Luoi 2 multi-level school project has a total investment of about VND 209 billion. It is designed to serve approximately 1,220 students, including 266 boarding students, along with 75 officials and teachers. Meanwhile, the A Luoi 5 multi-level school project, with a total investment of around VND 226 billion, is expected to accommodate about 786 students and 41 staff, teachers, and employees. These projects aim to enhance education quality, stabilize teaching and learning activities, and improve social infrastructure in A Luoi Communes, thereby contributing to the development of the education network in mountainous and border areas.

Standing Vice Chairman of the City People’s Committee Nguyen Thanh Binh affirmed that the simultaneous implementation of border-area school projects not only meets the learning and living needs of children in frontier communities, ensuring safety and adequate conditions, but also reflects the special attention of the Party and the State to mountainous and border regions. These are strategic projects that raise educational standards, develop a pool of ethnic minority cadres, and promote socio-economic development in tandem with strengthening national defense and security.
The Standing Vice Chairman of the City People’s Committee urged departments, agencies, local authorities and project investors to promptly complete all relevant investment procedures to ensure the projects are implemented on schedule, meeting set objectives in terms of quality, aesthetics, and safety, while fully complying with state and municipal regulations on investment and construction management. The City people’s Committee will continue to direct relevant agencies to closely coordinate, ensuring the projects are carried out swiftly and effectively, with the school soon to be completed to serve primary and secondary students in A Luoi Communes.

| The groundbreaking ceremony for the construction of multi-level schools in land border communes was held in 2 phases. Phase 1, covering 100 schools, took place on November 9, 2025, in Thanh Hoa. Phase 2, comprising 148 schools, was held on March 19, 2026, across 17 provinces and cities. The initiative continues to implement a policy of profound political, social, and humanitarian significance, demonstrating the special attention of the Party and the State to residents, soldiers, and especially students in the nation’s border areas. |
