The Chairman noted that it would be necessary to check whether or not students had enough books and clothes, and schools were absolutely safe before welcoming them back to classes.

According to the Department of Education and Training, many schools are currently unable to welcome students back. The flood water level rose quickly, causing many teaching equipment and books to be submerged despite having been moved to high places.

When the flood water began to recede, many teachers and parents were still isolated and the electricity was out, which made it very difficult for the school clean-up. These days, thousands of armed forces have been present at the flooded areas to support teachers in the clean-up.

After some fact checks at several schools, Chairman Phan Ngoc Tho appreciated their active engagement into flood recovery. The consistent viewpoint is to ensure the absolute safety for students before welcoming them back to school.

Only those already finishing cleaning up and repairing roads for convenient travel after the flood water has receded can welcome students back. The Department of Education and Training also instructed the Sub-departments of Education and Training as well as schools to proactively adjust their school year plans and arrange make-up class schedule.

Chairman Phan Ngoc Tho suggested that the Department of Education and Training, schools and local authorities check the infrastructure and at the same time grasp the number of students with wet books due to flooding or in a lack of books so as to provide timely support, guaranteeing that no student comes back to school without books or clothes.

The Chairman also noted the practices of managing students after school. “After each lesson, teachers must instruct students to absolutely avoid going to rivers, streams, ponds, and places involving risks of landslides and flash floods. For nursery schools, managing children to prevent them from falling into nearby water ponds should receive special attention at the highest level so that unfortunate malpractice can be avoided," emphasized the Chairman.

On this occasion, Chairman Phan Ngoc Tho also checked the system of roads, dikes as well as farms accreted and damaged by flood, and gave direction to local authorities to focus on recovery for cultivating spring-winter crop.
