Hue city ranks 11th nationwide in PAPI index

HNN.VN - On the morning of April 15, in Hanoi, the United Nations Development Program (UNDP) in Vietnam in collaboration with the Center for Community Support and Development Studies (CECODES) organized a conference to announce the Provincial Governance and Public Administration Performance Index (PAPI) for 2024.

According to the report, Hue city achieved a total score of 45.095, ranking 11th out of 63 provinces and cities.

Although it dropped 10 places from the top position in 2023, this year’s result showed that Hue still maintained many outstanding indicators, continuing to be one of the localities with stable administrative governance effectiveness and receiving positive evaluations from the public.

Among 8 surveyed contents, Hue city achieved the highest scores in 3 categories, including Public service delivery with 8.14 points, reflecting stable and effective quality in essential services such as healthcare and education; Control of corruption in the public sector with 7.22 points. Despite of being a sensitive index, Hue still got high score. This indicated public trust in transparency and integrity within the public sector; and the index of Administrative procedures with 7.19 points, clearly demonstrating results in administrative reforms, online public services, and citizen services at one-stop department.

Meanwhile, Hue had 3 indicators falling in the low-average group, including: E-governance with 3.31 points; Environmental governance with 4.04 points; and Accountability to the public with 4.30 points.

The PAPI index is an annual quantitative measure of the effectiveness of the government machinery, from central to local levels across the country, based on public feedbacks.

The PAPI index also plays a crucial role in providing an important data source for government agencies at all levels to improve the quality of public service, help localities monitor the progress of reforms, adjust policies, and enhance service quality. It aims to reach an effective, efficient, transparent, and people-centered administration. Since 2009, the PAPI index has collected and reflected the experiences of 216,673 citizens from different socio-economic backgrounds across 63 provinces and cities

The “champion” of 2024 PAPI index is Quang Ninh province.
