Building an ecosystem for industrial development

HNN.VN - On the afternoon of August 19th, Deputy Secretary of the City Party Committee and Chairman of Hue City People’s Committee Le Tri Thanh led a delegation on a field trip to inspect investment and production activities at Chan May - Lang Co Economic Zone and Phu Bai Industrial Park. Leaders of relevant departments, agencies, localities and units also joined the delegation.

Infrastructure must come first

At Saigon - Chan May Industrial Park, Chairman Le Tri Thanh and the delegation heard reports on infrastructure investment, the attraction of secondary investment projects, existing difficulties and obstacles, and development plans for the future.

The project, invested in by Saigon - Hue Investment Corporation, has a total investment of VND 1.206 trillion and covers approximately 322,3 hectares. To date, site clearance has been completed on approximately 225,51 hectares; 207 hectares have been leased; and technical infrastructure has been largely completed on the allocated land, representing about 80% of the total workload. The industrial park has attracted 16 projects with total registered investment of 2,411 trillion VND.

Following the field inspection, Chairman Le Tri Thanh praised investors for their efforts in implementing projects, maintaining and expanding production, creating jobs and making positive contributions to the city’s economic growth and budget revenue.

Chairman Thanh stressed that industrial park infrastructure must be developed in a coordinated manner rather than piecemeal. When selecting investment locations, businesses consider not only land rental costs and infrastructure, but also place particular emphasis on the quality and integration of technical infrastructure, transport connectivity, logistics and supporting services.

“We cannot wait until investors arrive before building infrastructure. Infrastructure developers must ensure that infrastructure comes first”, Chairman Thanh emphasized.

He called on infrastructure developers to strengthen their role in accompanying and supporting secondary investors in completing legal procedures, liaising with relevant authorities and resolving difficulties that arise during project implementation.

For local authorities and relevant agencies, Mr. Le Tri Thanh requested a focused review and resolution of the infrastructure bottlenecks, beginning with the drainage system and flooding along the main road leading to the industrial park. Relevant units need to clearly identify the causes and propose appropriate solutions to ensure convenient travel and goods transportation for businesses.

Chairman Thanh also placed particular emphasis on the development of port infrastructure and logistics services. Currently, a large proportion of goods imported and exported by businesses in the city still have to be transported through other localities. This increases costs and reduces the city’s competitiveness in attracting investment.

The Chairman assigned the city’s Economic and Industrial Zones Management Board to coordinate with the Department of Construction and relevant departments and agencies to review and accelerate investment in, construction of and operations at the port system, including facilities for handling bulk cargo and containers. Effective utilization of Chan May deep-water port will help reduce logistics costs, improve connectivity and create further advantages in attracting investors.

Alongside production infrastructure, the Chairman called for attention to supporting facilities such as housing for experts and workers, recreational and sports facilities, supermarkets and other essential services. The city’s Economic and Industrial Zones Management Board will act as the focal point for infrastructure developers to jointly study suitable locations and investment plans, gradually creating an integrated service ecosystem for businesses, workers and residents in the area.

Towards an automotive mechanical engineering industrial hub

At Kim Long Motor Hue Manufacturing and Assembly Complex, Chairman Le Tri Thanh and the delegation examined the project’s scale, production processes, progress on individual components, development plans and the company’s proposals.

The project includes facilities for manufacturing and assembling automobiles, engines, components and mechanical engineering products. To date, the investor has completed and put Phase 1 into operation, while the engine manufacturing plant and mechanical products manufacturing plant under Phase 2 have also begun operations. The car manufacturing plant is being developed according to schedule. In the first seven months of 2026, the company manufactured and assembled approximately 3.000 vehicles, generating estimated revenue of 5,628 trillion VND, contributing 475 billion VND to the state budget and providing employment for around 3.500 workers.

Chairman Thanh praised the scale of investment, pace of project implementation, production capacity and development strategy of the company. The gradual formation of an ecosystem for automobile manufacturing and assembly, mechanical engineering and supporting industries in Chan May - Lang Co area was considered an appropriate direction with the potential to create new momentum for the city’s industrial development. He also called on the company to continue accelerating its investment projects, increase the localization rate, strengthen links with domestic and international businesses, and gradually establish supply chains and a supporting-industry ecosystem within Hue itself. The city will continue to accompany the company, help resolve difficulties and obstacles, and create favorable conditions for the project’s stable, long-term development.

Chairman Thanh outlined a vision for the area to become the city’s automotive mechanical engineering industrial hub, with Kim Long Motor Hue serving as one of its key anchors for attracting manufacturers of components and spare parts, supporting industries, logistics companies and related industries.

This will gradually create a large-scale industrial cluster, increase added value, generate employment and make a greater contribution to the city’s economic growth.

Accelerating project implementation

At Phu Bai Industrial Park, Chairman Le Tri Thanh and the delegation visited the Carlsberg Brewery to learn about its operations. The delegation heard an overview from the company on its production and business activities, development plans and several proposals for the coming period.

For the Gilimex Industrial Park Infrastructure Investment, Construction and Operation Project, construction is currently underway. A 32-hectare portion of Phase 1 has been completed and put into operation. An additional 112 hectares under Phase 1 are expected to be completed in the fourth quarter of 2026. To date, Gilimex Industrial Park has attracted four secondary investment projects.

Following the inspection, Chairman Le Tri Thanh acknowledged investors’ efforts in implementing projects, organizing production and business activities, creating jobs and contributing to the city’s socio-economic development.

Chairman Thanh requested the city’s Economic and Industrial Zones Management Board, relevant departments, agencies and local authorities to continue closely monitoring the progress of each project; strengthen coordination and support investors in completing procedures in accordance with regulations; and promptly resolve difficulties and obstacles, particularly those involving compensation, site clearance, infrastructure investment and logistics connectivity.

Investors should concentrate resources and accelerate project implementation while ensuring quality and investment efficiency. They should also proactively promote and attract suitable secondary investment projects, helping increase occupancy rates and enhance the competitiveness of the city’s economic zones and industrial parks.
