The two sides discussed future cooperation plans between Hue City People's Committee and the JICA Vietnam Office regarding water environment improvement in Hue City following the completion of the preliminary survey, along with several other important topics.
Mr. Kobayashi Yosuke expressed his gratitude for the warm welcome from Hue city authorities; appreciated the city's strong support and cooperation in implementing JICA-backed projects and initiatives, and affirmed that JICA would continue to promote ongoing projects and expand cooperation with Hue in the future. He also expressed pride in the joint projects, which not only transform Hue’s urban landscape but also further strengthen the Vietnam-Japan partnership.
The new JICA Vietnam Chief Representative also expressed his hope that Hue’s leaders would focus on resolving existing issues in current projects, particularly Phase 2 of the Water Environment Improvement Project. JICA is committed to working closely with the local government to address these challenges as soon as possible, paving the way for future cooperation between the two sides. He also hopes that through these joint efforts, urban environmental quality will improve, contributing to building a greener, cleaner, and more sustainable Hue.
Chairman Nguyen Van Phuong congratulated Mr. Kobayashi Yosuke on his appointment as the new Chief Representative of the JICA Vietnam Office and wished him a successful term with meaningful contributions to enhancing cooperation between Hue, Vietnam, and Japan. He also acknowledged and highly appreciated JICA’s practical and effective support for the city’s socio-economic development over the years, especially Phase 1 of the Water Environment Improvement Project. He affirmed that these projects are not only symbols of cooperation but also contributors to Hue’s transformation. JICA’s partnership is a key element in supporting Hue’s sustainable economic and social development in the years ahead.

Chairman Nguyen Van Phuong shared that upon receiving the report from JICA’s consultants, Hue’s leaders instructed relevant departments and the project management board to promptly complete the Phase 2 Project Proposal based on the findings. This proposal will be submitted to the Ministry of Finance for review and feedback from related ministries and agencies before being recapitulated and reported to the Prime Minister for approval.
Chairman Phuong proposed that JICA continue its cooperation to complete the disbursement of surplus funds from the current Water Environment Improvement Project in Hue. He also asked JICA to consider investing in the post-survey implementation stage of the project. Additionally, he requested support for training and capacity-building at Hue University and its member universities in disaster prevention programs modeled after Japanese approaches, as well as the transfer of science and technology in disaster response.
He also proposed that JICA consider continuing its aid for water environment treatment projects within heritage zones; paying attention to heritage conservation and restoration projects, as well as promoting Hue’s cultural values to boost tourism and urban development. Particular attention was also requested for technical support in developing an art museum in Hue (including management, model development, exhibition planning); and environmental protection projects such as waste sorting and treatment support. He also called for continued deployment of JICA volunteers to assist with tourism development, construction, heritage conservation, and museum-related activities.
