After three days of being cut off due to the flood, the North-South railway line running through Hue City was reopened on the morning of October 31. However, trains SE5/6 and SE9/10 remain temporarily suspended due to the previously adjusted schedule.

On October 31, Hue City Police announced that they had received and distributed 30 tons of relief goods supported by the Ministry of Public Security for the flood-affected people.

Following the free motorbike repair program, Hue Industrial College has launched another initiative to provide free repair services for electrical equipment, electronic appliances, as well as, refrigeration equipment damaged by the recent floods in Hue City.

On the afternoon of October 30, Deputy Secretary of Hue City Party Committee, Vice Chairman of Hue City People’s Committee Nguyen Chi Tai, together with Standing Committee member and Chairwoman of Vietnam Fatherland Front Committee of Hue City Nguyen Thi Ai Van, received donations from agencies, units, businesses, and organizations to support the city’s recovery efforts following recent floods.

On the morning of October 30, the Department of Tourism announced that the International Tea Festival - Hue 2025 will be postponed and held on December 10 - 12 due to the impact of the flood.

On the morning of October 29th, Prime Minister Pham Minh Chinh chaired an online meeting with central provinces and cities including Hue, Da Nang, Quang Tri, and Quang Ngai to discuss emergency response measures to the extremely severe floods currently affecting the region.

While road and rail transport have been disrupted by heavy rains and flooding, Phu Bai Airport continues to operate, though some flights must have been adjusted.

On October 30, Mr. Nguyen Chi Tai, Deputy Secretary of the City Party Committee, Vice Chairman of Hue City People's Committee, visited and encouraged people at a charity kitchen located at Truong An Primary School, Thuan Hoa Ward.

According to the Department of Dike Management and Natural Disaster Prevention (the Ministry of Agriculture and Environment), on the morning of October 30, nearly 30 tons of emergency relief supplies from the Government of Russia were delivered by special aircraft to Noi Bai International Airport (Hanoi).
