The conference was chaired by Mr. Tran Thanh Man, Politburo Member, Chairman of the National Assembly and Chairman of the National Election Council; Ms. Bui Thi Minh Hoai, Politburo Member, Secretary of the Party Central Committee, President of the Central Committee of the Vietnam Fatherland Front and Vice Chairwoman of the National Election Council; Ms. Vo Thi Anh Xuan, Secretary of the Party Central Committee, Vice President of the State and Vice Chairwoman of the National Election Council; Mr. Nguyen Hoa Binh, Permanent Deputy Prime Minister and Vice Chairman of the National Election Council; and Ms. Nguyen Thi Thanh, Member of the Party Central Committee, Vice Chairwoman of the National Assembly and Member of the National Election Council.
At the Hue City venue, participants included Mr. Nguyen Khac Toan, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee and Chairman of Hue City Election Committee; Mr. Nguyen Chi Tai, Deputy Secretary of the City Party Committee, President of the Vietnam Fatherland Front Committee of the city and Vice Chairman of Hue City Election Committee; along with members of the City Election Committee.
In her opening remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh underscored the special importance of the conference in reviewing overall progress in election preparations to date.
She noted that this election introduces several first-time elements, including organizing local government under a two-tier model, shortening the timeline for key steps in the election process, and stepping up the use of information technology and digital transformation in election work.
The National Election Council acknowledged and commended the strong sense of responsibility and proactive efforts shown by central agencies, local authorities at all levels, and election bodies - from Election Steering Committees and Election Committees to Election Boards and grassroots Election Teams.
However, Ms. Nguyen Thi Thanh stressed that the period leading up to election day will be critical, with a substantial workload still ahead. She called on all levels and sectors to remain highly focused, carry out tasks carefully and in close coordination, and ensure the overall success of the election - a major political event involving more than one million officials from the central to grassroots levels.
The conference also heard a summary report on preparations for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026 - 2031 term. Representatives from various agencies and localities shared their views, highlighting key issues requiring attention, as well as further guidance and clarification to ensure the election proceeds smoothly and successfully.

In Hue City, the City Election Committee is focussing on directing agencies, units and local authorities to carry out key tasks in a coordinated manner during the final sprint of the election process. The establishment of election-related bodies has been completed fully and in line with proper procedures and authority. As for Citywide, a 34-member City Election Committee has been set up, along with 40 commune and ward-level Election Committees comprising 660 members in total. In addition, four National Assembly Election Boards, 14 City People’s Council Election Boards, 228 commune and ward-level People’s Council Election Boards, and 676 Election Teams at polling stations have been established. Across the city, there are four constituencies for the election of National Assembly deputies, which will elect nine deputies; 14 constituencies for the City People’s Council, which will elect 53 deputies; and 228 constituencies for commune and ward-level People’s Councils, which will elect 804 deputies.
To date, all 40 communes and wards have established 676 polling stations, including 15 separate polling areas. As of the reporting time, the city has approximately 1.014.768 voters. The voter list has been publicly posted, and polling locations have been arranged appropriately to ensure security, safety and convenience for citizens exercising their rights and obligations.
The consultation process has been conducted seriously and in compliance with regulations. The city has agreed on a list of 14 qualified candidates for the 16th National Assembly; 90 candidates for the City People’s Council; and 1.343 candidates for commune and ward-level People’s Councils. The structure and composition of candidates ensure appropriate proportions of women, young people, non-Party members, ethnic minorities, as well as professional qualifications and work experience.
Addressing the conference, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man affirmed that, up to this point, election preparations have been carried out in a timely, methodical, lawful and coordinated manner from the central to the local levels.
The National Election Council has issued a full system of guiding documents as required, and has promptly provided instructions and addressed difficulties at the grassroots level. The Central Committee of Vietnam Fatherland Front and Fatherland Front bodies at all levels have closely organized three rounds of consultations, building candidate lists in accordance with procedures openly and transparently. Inspection delegations of the National Election Council have been deployed seriously, combining oversight with professional duties to ensure effectiveness and practical relevance.
Highly appreciating the proactive spirit of localities, the National Assembly Chairman acknowledged that voter lists were compiled and posted early, covering the entire area, and that election funding has been allocated promptly. Many localities have developed plans to organize voting in industrial parks, universities, hospitals, riverine areas and locations with large numbers of temporary workers. Some have proactively proposed early voting plans suited to actual conditions.
Affirming that preparations are basically on schedule and in line with the law, the National Assembly Chairman also stressed that there must be absolutely no complacency, as the time remaining until election day is limited. Some localities are still facing difficulties due to administrative unit rearrangements, unstable information technology applications, and limited communication efforts in special areas, which must be urgently addressed.
Emphasizing five key lessons learned, Chairman Tran Thanh Man called for promoting the strength of national great unity; ensuring close Party committee leadership; intensifying broad, diverse communication efforts; strictly implementing personnel procedures; and proactively grasping the situation to guarantee absolute security and safety for the election.
