National Assembly approves tuition exemption and support for preschool children and general education students

With 440 out of 441 attending National Assembly deputies voting in favor, the National Assembly approved its Resolution on tuition fee exemption and support for preschool children, general education students, and learners of general education programs in educational institutions within the national education system.

Accordingly, starting from the 2025 - 2026 academic year, all preschool children, general education students, and learners enrolled in general education programmes, who are Vietnamese citizens or persons of Vietnamese origin without determined nationality living in Vietnam and studying at institutions within the national education system, will receive tuition fee exemption or support from the State.

Specifically, for public educational institutions, preschool children, general education students, and learners of general education programs in public educational institutions will be exempted from tuition fees by the State. For non-public and private educational institutions, preschool children, general education students, and learners of general education programs in non-public and private educational institutions will receive partial financial support from the State to cover tuition fees. The level of support will be determined by the People's Councils of provinces and centrally-governed municipalities, based on the tuition fee framework regulated by the Government, but will not exceed the tuition fees collected by the non-public and private educational institutions.

Thus, in addition to tuition fee exemption in public educational institutions, the State will also provide tuition fee support for preschool children and general education students in non-public and private educational institutions. This aims to ensure the right to access education, demonstrate the superiority of the regime, and implement consistent and equitable policies for learners; it also encourages the development of non-public education and strengthens the socialization of education.
