The 14th National Party Congress Concludes Successfully, Opening a New Era of National Development

HNN.VN - After five days of urgent, serious, effective, and responsible work, the closing session of the 14th National Congress of the Communist Party of Vietnam was held on the afternoon of January 23rd at the National Convention Center in Hanoi capital city.

 The 14th Party Central Committee making its debut at the Congress

Attending the closing session were former leaders of the Party, the State, and the Vietnam Fatherland Front; former members of the Party Central Committee across different terms; Vietnamese Heroic Mothers; distinguished scholars, intellectuals, artists, and exemplary religious dignitaries; outstanding young representatives of Vietnam’s younger generation; ambassadors, chargés d’affaires, and heads of representative offices of international organizations permanently based in Vietnam; as well as ambassadors and chargés d’affaires of countries not permanently resident in Vietnam.

Affirming confidence and determination to act for the country’s future

The 14th National Congress of the Communist Party took place from January 19th to January 23rd in Hanoi, with the participation of 1,586 delegates representing more than 5.6 million Party members nationwide, under the motto: “Solidarity – Democracy – Discipline – Breakthrough – Development.” The Congress theme was: “Under the Party’s Glorious Flag: Solidarity and unity to achieve the national development goals to 2030; Strengthening strategic autonomy, self-reliance, and self-confidence; Advancing in the nation’s era of rising – for peace, independence, democracy, prosperity, civilization, happiness, and steady progress toward socialism.”

At the closing session, on behalf of the Presidium, Politburo member and National Assembly Chairman Tran Thanh Man reported the results of electing the Politburo, the General Secretary, the Secretariat, the Central Inspection Commission, and the Chair of the Central Inspection Commission for the 14th term.

The 14th Party Central Committee unanimously voted – 180 out of 180 full members (100%) – to elect General Secretary of the 13th-term Party Central Committee To Lam to continue serving as General Secretary of the 14th-term Party Central Committee. The 14th Central Committee also convened its first plenum and elected a 19-member Politburo.

 An overview of the closing session

On behalf of the 14th Party Central Committee, General Secretary To Lam expressed deep gratitude for the trust of the Congress, affirming that it was both a great honor and a major responsibility before the Party and the People, and committing to devote his utmost efforts to serving the revolutionary cause of the Party and the People.

General Secretary emphasized that the 14th Central Committee would remain absolutely loyal to the Party’s goals and ideals; place the nation’s and people’s interests above all else; uphold independence and autonomy; and firmly protect the Homeland and the People. The Central Committee will work with the highest exemplary spirit – matching words with actions and following through to the end – taking effectiveness in serving the People as the measure of each Central Committee member’s leadership capacity, prestige, and honor.

The 14th Central Committee will continue to steadfastly build and rectify a clean and strong Party; preserve unity and solidarity; strengthen discipline and order; complete mechanisms for power control; resolutely fight corruption, wastefulness, and negative practices; practice thrift; improve cadre work by assigning the right people to the right jobs and evaluating them through results and public credibility; and firmly combat “position-buying and power-buying.”

The 14th Central Committee expressed deep gratitude to members of the 13th Central Committee who were not re-elected, recognizing their important contributions in successfully implementing the Resolution of the 13th National Congress, and hoping they would continue to contribute their wisdom and experience to the common cause of the Party and the country.

General Secretary To Lam expressed sincere gratitude to the Congress, delegates, compatriots, soldiers nationwide, overseas Vietnamese communities, and international friends for their attention and support, while affirming the determination to unite and take decisive action – making every effort to successfully implement the Resolution of the 14th National Congress and lead the country toward strength and prosperity in the new era.

Unleashing development momentum

At the closing session, Politburo member of the 14th term and Chief of the Party Central Office Pham Gia Tuc, Head of the Secretariat Delegation, presented the draft Resolution of the 14th National Congress. The Congress voted with 100% approval to adopt the Resolution of the 14th National Congress.

On the basis of an objective and scientific assessment of national development realities, the draft Resolution set out a long-term vision and overarching development goals: steadfastly maintaining a peaceful and stable environment; achieving rapid and sustainable development while firmly safeguarding the Homeland; continuously improving and comprehensively enhancing people’s living standards; and strengthening strategic autonomy, self-reliance, and self-confidence to advance in the new era. The Congress set the goal that by 2030 Vietnam will become a developing country with a modern industrial base and upper-middle income; and by 2045 become a developed, high-income country – a peaceful, independent, democratic, strong, prosperous, civilized, and happy Vietnam – steadily advancing toward socialism.

To realize this vision, the Congress set out a system of key development objectives and indicators for the 2026-2030 period with high requirements, reflecting a strong aspiration to rise. Specifically, it aims to achieve an average GDP growth rate of 10% per year or higher; with GDP per capita by 2030 reaching approximately USD 8,500. The economic structure will continue modernizing, with manufacturing and processing accounting for about 28% of GDP, and the digital economy contributing about 30% of GDP. Total factor productivity is expected to contribute over 55% to growth; labor productivity is projected to increase by about 8.5% per year. Total social investment is expected to average about 40% of GDP, forming the foundation for long-term development.

Alongside economic growth, the Resolution strongly emphasizes human development and social progress and equity. The Human Development Index is targeted at around 0.8; average life expectancy at 75.5 years, including at least 68 healthy years. Vietnam aims to rank among top 40 countries with the highest happiness index globally, reflecting a people-centered development orientation in which people are both the goal and the driving force.

The draft Resolution also sets out important environmental and sustainability targets: maintaining forest coverage at around 42–43%; increasing wastewater treatment and reuse rates in river basins to 65–70%; and reducing greenhouse gas emissions by 8–9%, demonstrating a strong commitment to green development, climate adaptation, and protecting the living environment for future generations.

Regarding development orientation, the Congress identified 12 major directions for the 2026-2030 period, notably the requirement to continue strong innovation in thinking and action; promote strategic breakthroughs; comprehensively improve institutions for rapid and sustainable development; and establish a new growth model based on science and technology, innovation, and digital transformation. The data economy, digital economy, green economy, and circular economy were identified as important pillars, linked to digital transformation, green transition, energy transition, and improving human resource quality.

The Resolution emphasizes building and developing an advanced Vietnamese culture rich in national identity, considering culture and people as both the spiritual foundation and an internal strength and key driving force for development. At the same time, it stresses protecting the nation’s and people’s interests at the highest level and steadfastly safeguarding independence, sovereignty, unity, and territorial integrity.

The Congress identified five key tasks for the term, focusing on synchronously building development institutions; continuing to promote Party building and rectification as well as building a clean and strong political system; renewing cadre work in a practical and effective direction; strengthening power control and fighting corruption, wastefulness, and negative practices; and strongly developing a modern socialist-oriented market economy with deep international integration.

In addition, the Congress emphasized three strategic breakthroughs: in development institutions; in structural transformation and improving human resource quality, especially high-quality human resources; and in building a synchronized, modern socio-economic infrastructure system. These are considered decisive breakthroughs to unlock, mobilize, and maximize all resources for rapid and sustainable development.

Strategic autonomy, strong innovation, decisive action

In his closing speech at the 14th National Congress, General Secretary To Lam emphasized that the guiding spirit of the new term is strategic autonomy, seizing opportunities, uniting in solidarity to overcome difficulties and challenges, and strongly inspiring the aspiration for national development. In that spirit, the Congress called for transforming political will into concrete actions, turning decisions into clear results in practice – matching words with actions, acting immediately, correctly, and decisively through to the end with effectiveness.

The Congress held democratic and intellectually grounded discussions and unanimously adopted major guidelines, decisions, development orientations, key tasks, and strategic breakthroughs to build and develop the country rapidly and sustainably while firmly protecting the Socialist Republic of Vietnam in the new context. The Congress clearly defined socio-economic development and environmental protection as central; Party building as the key; cultural and human development as the spiritual foundation of society; and strengthening national defense and security, expanding foreign relations, and deepening international integration as major and regular tasks. In particular, breakthroughs in science and technology development, innovation, and national digital transformation were identified as the central driving forces determining the speed and quality of development in the coming period.

General Secretary To Lam strongly emphasized two overarching requirements: “steadfastness” and “innovation.” Steadfastness reflects the Party’s political courage and continuity of the historical thread and major lessons of the reform; it is a commitment to uphold the goal of national independence associated with socialism; maintain the path of autonomy and self-reliance; always place the nation’s and people’s interests above all else; and put the people’s well-being and happiness at the center of all policies.

Innovation was affirmed as a requirement of the times and a prerequisite for the country to make breakthroughs, enhance competitiveness, and achieve rapid and sustainable development. Without innovation and reform, development is impossible. Therefore, the Congress called for continued strong reform in thinking, development models, growth models, and implementation methods, so that the Party’s guidelines quickly translate into concrete, measurable outcomes in socio-economic life.

The Congress affirmed that the Party’s leadership is the decisive factor for all victories and that the Party’s reform is correct, creative, and consistent with objective laws. On that basis, the Congress stressed the requirement to organize the implementation of the Resolution in an action-oriented, substantively effective manner, and to resolutely overcome the situation in which “implementation is the weak link.”

General Secretary To Lam affirmed that the spirit of action must be concretized through clear, feasible solutions and strictly implemented throughout the political system. Each Party committee, Party organization, agency, unit, and each cadre and Party member, especially heads of organizations, must proactively shift from “correct awareness” to “effective implementation,” from “high determination” to “clear results,” and link leadership and administration with inspection, supervision, and personal responsibility.

The Congress required Party organizations at all levels to promptly study, institutionalize, concretize, and effectively implement the Congress documents; mobilize all resources; and maximize the strength of the great national unity. From the very beginning of the term, action must be urgent and decisive, carried out thoroughly so that the Resolution quickly enters real life, becoming a development driver and strengthening the people’s trust.

The Congress assigned the 14th Party Central Committee to lead the entire Party, people, and armed forces in successfully implementing the Congress Resolution, and expressed strong confidence that the 14th Central Committee will maintain unity and solidarity, continuously innovate and create, uphold exemplary responsibility, preserve integrity, study and follow the ideology, morality, and lifestyle of President Ho Chi Minh, and successfully fulfill all assigned tasks.

The delegation from Hue City attended the Congress with 20 members, representing nearly 60,000 Party members across the city’s Party organization. The Congress elected the 14th Party Central Committee, and Hue City was honored to have two delegates elected to the Central Committee, including Secretary of the Hue City Party Committee Nguyen Dinh Trung as well as Deputy Secretary of the Hue City Party Committee and Chairman of the Hue City People’s Committee Nguyen Khac Toan.
