Strategic development space
Chan May - Lang Co holds a particularly important position in the overall planning and development strategy of Hue City. With rare advantages including a deep-water seaport, location along the East-West Economic Corridor, a long coastline, Lang Co Bay, one of the most beautiful bays in the world, along with a lagoon ecosystem, tourism potential, and industrial development, the area has been identified as the southern economic growth pole and a center for industrial, port, and logistics development associated with high-quality marine services and tourism.
In the context of its recent establishment following the reorganization of administrative units, the Party Committee of Chan May - Lang Co Commune successfully organized the 1st Commune Party Congress for the 2025-2030 term, clearly defining its vision, objectives, and breakthrough priorities for the new phase. Immediately after the congress, the dissemination and implementation of the resolution were carried out in a synchronized manner; the full-term action program and specific plans were promptly issued, closely aligned with the realities of a large administrative area with a sizable population and numerous key projects.
The congress resolution has initially yielded positive results, with the two-tier local government apparatus operating basically smoothly. From July 1st to December 31st, 2025, the Commune People’s Committee received nearly 11.000 administrative procedure dossiers and resolved over 98 percent of them; of which more than 95 percent were handled on time or ahead of schedule; 95 percent of dossiers were processed online, and 100 percent were digitized.

Need for a thematic resolution
At the working session, the Party Committee of Chan May - Lang Co Commune proposed that the Standing Committee of the City Party Committee consider issuing a thematic resolution on the development of the Chan May - Lang Co Economic Zone, while also establishing a Steering Committee to focus leadership, direction, and the timely resolution of emerging difficulties and obstacles.
Chan May - Lang Co Commune also proposed the application of special financial mechanisms, allowing the commune to retain 100 percent of revenue from land-use rights auctions in residential areas; at the same time, it suggested allocating 5-10 percent of budget revenues generated in the area for investment in education, essential infrastructure, and social welfare assurance, especially for households affected by site clearance.

At the working session, delegates contributed opinions on many key issues for the development of Chan May - Lang Co, including financial and budgetary mechanisms; investment in technical infrastructure and office facilities; organizational structure and staffing; land management, planning, and site clearance.
In particular, all delegates agreed that it is necessary to issue a separate resolution for Chan May - Lang Co. This is an urgent requirement to concentrate resources and create a synchronized mechanism for local development in the 2026-2030 period, commensurate with its role as the southern economic growth pole of the city.
Unlocking potential and properly fulfilling its role
Concluding the working session, Hue City Party Secretary Nguyen Dinh Trung highly appreciated the efforts of the Party Committee, authorities, and people of Chan May - Lang Co Commune. Secretary Nguyen Dinh Trung affirmed that Chan May - Lang Co plays a particularly strategic role in the overall development of Hue City, especially in marine economy development, industry, tourism, and logistics. However, the area’s great potential has not yet been exploited commensurately, and the requirements and expectations for the coming period are very high.

The City Party Secretary pointed out that, in addition to large industrial projects, the locality still faces many issues that require focused attention, such as social housing, schools, grassroots cultural institutions, transport infrastructure, along with potential risks related to security and order, and fire prevention and firefighting.
Secretary Nguyen Dinh Trung requested that the Party Committee of the City People’s Committee coordinate with the Party Committee of Chan May - Lang Co Commune and relevant units to advise the Standing Committee of the City Party Committee on issuing a resolution on the construction of Chan May - Lang Co as an urban area for the 2026-2030 period. Subsequently, a Steering Committee should be established to effectively organize implementation, soon enabling Chan May - Lang Co to develop in a manner commensurate with its role as the southern economic growth pole of Hue City.

In the same afternoon, Nguyen Dinh Trung, Member of the Party Central Committee and Secretary of the City Party Committee, together with the working delegation, conducted a field survey at Chan May Port, inspecting the breakwater and the construction progress of port berths. There, the delegation listened to reports on port operation activities, infrastructure investment progress, capacity to receive large-tonnage vessels, and orientations for developing logistics services associated with tourism and industry. Following the survey, the City Party Secretary requested the removal of bottlenecks and construction-related difficulties, and the creation of favorable conditions for Chan May Port to fully realize its role as a trade gateway and a growth driver of the southern economic region of Hue City.
