At the meeting, Hue People’s Committee reported on the construction field and review of the Project of Smart Urban Development, highlighting the overall orientation, development pillars, and alignment with urban planning and socio-economic strategies for the city’s next stage of development.
According to the report, Hue has consistently ranked among the nation’s Top 5 in the Digital Transformation Index (DTI), placing second in 2021, fourth in 2022, third in 2023, and second in 2024. Hue Smart City Monitoring and Operations Center (HueIOC) has completed Phase 1 and is actively implementing Phase 2, having so far welcomed over 145 domestic and international delegations for study visits and experience sharing.
Hue-S Supper App currently has over 1.3 million registered accounts, including over 900,000 users from Hue City, with 900,000 accounts verified via VNeID. The platform records an average of 25 million visits annually, offers over 50 features, and has fully integrated all smart urban services into everyday life.
At the meeting, Permanent Vice Chairman of Hue City People’s Committee Nguyen Thanh Binh affirmed that the city identifies smart urban development as a key, critical, and ongoing task, closely aligned with the orientation of a heritage, cultural, ecological, smart, and sustainable city.

As scheduled, in 2026, the city will focus on targeted, priority-driven tasks rather than a scattered approach; in which, the city will prioritize essential sectors that serve locals and businesses, while accelerating the development of digital infrastructure, shared data, and smart urban platforms to enhance the effectiveness of governance and administration at all levels.
Hue City People’s Committee leaders also underscored the importance of strengthening close coordination with central ministries and agencies, particularly the Ministry of Construction throughout the implementation process, promptly addressing challenges and bottlenecks to ensure progress, quality, and effectiveness, thereby gradually realizing the goal of making Hue a smart city in the coming time.
Deputy Minister of the Construction Ministry Nguyen Tuong Van praised Hue City for its proactive, determined, and systematic approach to smart city development, particularly its integration of smart urban development with the preservation and promotion of heritage values, alongside coordinated investment in technical infrastructure and interconnected data systems to support governance and decision-making.
Deputy Minister of the Construction Ministry Nguyen Tuong Van emphasized that in 2026, Hue City should closely follow the guidelines and directives of the Central Government, as well as the conclusions of the Central Steering Committee on science and technology development, innovation, and digital transformation. Furthermore, the city also needs to clearly identify the Smart Urban Development in a coherent, feasible manner that aligns with urban planning, construction, and sustainable development orientations. At the same time, it needs to be in line with Hue’s practical conditions and local unique characteristics.
