Exercise enhances typhoon and flood prevention and search and rescue capacity

The exercise aimed to strengthen the leadership, direction, and management capacity of the Party Committee, local authority, and the Steering Committee for Civil Defence of the Commune; to improve coordination among forces responding to natural disasters and search and rescue operations; and to review, supplement, and refine typhoon and flood prevention plans to better align with actual local conditions.

The simulated scenario for the exercise involved Typhoon No. 5, the Chairman of the City People’s Committee issued directives ordering the relocation and evacuation of residents in villages out of dangerous areas.

Immediately after receiving the city’s directives and guidance from relevant sectors, the Standing Board of the Party Committee held a rapid consultation to roll out key tasks. Shortly afterward, the Chairman of the Commune People’s Committee convened a meeting of the Steering Committee for Civil Defence to assign tasks and adjust the typhoon and flood prevention and search and rescue plan.

As the simulated disaster unfolded, the forces moved quickly to carry out measures to issue warnings, reinforce houses, and relocate and evacuate residents out of dangerous areas.

A highlight of the field exercise was the use of unmanned aerial vehicles (drones) to support reconnaissance, drop life buoys, and reach isolated areas that rescue vehicles could not easily access.

Speaking at the exercise, Vice Chairman of the City People’s Committee and Standing Deputy Head of the City Steering Committee for Civil Defence Nguyen Van Manh, said that Hue City regularly faces the impact of typhoons, floods, heavy rain, and inundation. Past typhoons and floods have offered valuable lessons on the need for proactive prevention, readiness of forces and equipment, and above all, strong command, management, and coordination capacity when disasters occur.

The most important objective was to conduct a practical assessment of how the Steering Committee for Civil Defence at all levels operates, from receiving and consolidating information, assessing situations, advising and proposing response policies and measures to mobilizing forces, directing operations, and handling emerging situations.
