Reviewing personnel and infrastructure arrangements processes
The working delegation of Hue City People’s Committee, led by Mr. Nguyen Thanh Binh, Permanent Vice Chairman, conducted field inspections of preparations for operating the two-level local government model in Huong Tra Town.
At this point, the locality has basically completed its arrangements of organizations, personnel, infrastructure, and public service units for three new administrative units: Huong Tra Ward, Kim Tra Ward, and Binh Dien Commune. The two-level local government model will officially operate from July 1, 2025.
The entire town has allocated over 130 officials, civil servants, public employees, and workers for commune-level units, ensuring proper staffing quotas, positions, and capacity to perform duties. The organizational structure includes complete specialized sections such as the People’s Council-People’s Committee Office, Economic-Infrastructure Section, Culture-Social Section, and Public Administrative Service Centers in each ward and commune.
Notably, three commune-level public service centers have been established in Huong Tra, Kim Tra, and Binh Dien. These centers are organized as interdisciplinary models, providing essential public services such as urban order management, culture, education, healthcare, land management... This is considered an important solution to bring public services closer to people, shorten processing procedures, and increase service efficiency.
Huong Tra has also completed the transfer, dissolution, and merger of town-level public service units, ensuring streamlined apparatus.
Specifically, the Vocational Education and Continuing Education Center was merged into the Regional Center 2 of the Department of Education and Training. The Project Management Board and the Land Development Fund Center were transferred to and managed by Hue City. The Urban Order Unit was dissolved and its staff were transferred to commune-level centers. Thirty-five schools in the area were also decentralized for direct management by the new local government.
By July 1, 2025, the town will have 60 officials, civil servants, public employees, and workers requesting early retirement or resignation benefits under Decree 178/2024/ND-CP and Decree 67/2025/ND-CP. This is a necessary step contributing to apparatus renewal toward a streamlined and efficient structure that is suitable for the new organizational model.
Permanent Vice Chairman of City People’s Committee Nguyen Thanh Binh acknowledged and highly praised Huong Tra Town’s proactive and decisive approach in preparation work, from personnel arrangements and infrastructure organization to apparatus completion. “Operating the two-level local government model is a major transition requiring high determination, innovative thinking, and proactive flexibility from the grassroots,” emphasized Mr. Binh.
Mr. Nguyen Thanh Binh noted that Huong Tra Town needs to continue thoroughly reviewing the actual situation, promptly resolving emerging obstacles, while closely coordinating with departments and sectors in completing legal frameworks and guiding administrative procedure processes, especially in sensitive areas such as land, construction, and internal affairs...
The human factor was particularly emphasized by the Standing Vice Chairman of the City People’s Committee. As for him, appropriate plans are essential for arranging and transferring officials suitable to their capabilities, familiar with the locality, and ready to adapt to the new organizational model. Additionally, archival work and data management need to be organized systematically and scientifically to serve future administration, examination, and inspection work.
On the same day, Nguyen Chi Tai, City Party Committee Standing Committee Member and Vice Chairman of Hue City People’s Committee, along with the working delegation, inspected preparations for operating the two-level local government at the new communes of Long Quang, Nam Dong, and Khe Tre.

According to Phu Loc District People’s Committee, the District Party Committee organized a meeting with ward/commune conveners, immediately after a similar one organized by the City Party Committee, and issued decisions and plans by Phu Loc District Party Committee Standing Board on establishing working groups to direct and pilot operations at communes. Phu Loc Commune is the first pilot unit, followed by other communes. The pilot operations at all communes would be completed before June 27, 2025.
Leaders of Phu Loc District People’s Committee and communes requested support from authorities at various levels, departments, and sectors for funding to purchase equipment for Public Administrative Service Centers according to the Government Office’s guidance and requirements. They requested that departments and sectors continue to train and guide common and specialized software for smooth, effective, and efficient operations.
Mr. Nguyen Chi Tai highly praised the proactive preparation work by Phu Loc District leadership and communes in implementing two-level government tasks. He also acknowledged local proposals and recommendations and emphasized that the City People’s Committee leaders always listen, studies solution, and address difficulties and obstacles from the grassroots.
He requested localities to implement key tasks in reviewing processes, procedures, and conditions, reviewing infrastructure to ensure efficient, effective, smooth two-level local government operations without interruption, reviewing staff and arrange suitable officials to maximize capabilities and handle work effectively, and regularly inspecting and supervising, identifying obstacles, and promptly reporting and recommending solutions to ensure the new apparatus meets requirements and assigned tasks.

At Thuan Hoa District People’s Committee, Mr. Hoang Hai Minh, Vice Chairman of Hue City People’s Committee, inspected and guided preparations for operating the two-level government. District leaders, representatives from city departments and sectors, and conveners from five wards in the area also attended.
Mr. Nguyen Dinh Bach, Acting Chairman of the District People’s Committee, reported on the implementation of the two-level government pilot model, work on reviewing and processing backlogged administrative procedures and dossiers, and progress in preparing document transfers between units before the merger. Particularly, the construction and arrangement of commune-level Public Administrative Service Centers are being urgently implemented to ensure uninterrupted service to people and businesses from July 1.

As for Mr. Nguyen Dinh Bach, the district has established working groups, assigning specific tasks to each member to supervise operations at the wards. Currently, conveners are urgently assigning work, drafting operational regulations, developing personnel plans for specialized sections, and preparing content for the first Ward People’s Council meeting session after establishment.
Additionally, Thuan Hoa District has organized many training courses on administrative operations, land management, construction order, information technology applications, and digital transformation for officials and civil servants. Capacity building for this workforce is considered a key task, helping the new government system quickly become operational and effective. The District People’s Committee also directed sections, especially the Section of Natural Resources and Environment, to urgently review and definitively resolve backlogged land dossiers where people have completed financial obligations, avoiding loss during the transfer process.
At the working session, representatives from departments, sectors, and localities proposed funding needs for infrastructure investment, equipment, and operational software systems, and more specific guidance in dossier processing and specialized software installation.
Mr. Hoang Hai Minh highly praised Thuan Hoa District’s serious and responsible preparation, while requiring it to direct sections and localities to quickly complete remaining tasks, especially the Public Administrative Center apparatus, ensuring smooth and stable operation from July 1. He also requested the Department of Finance to soon arrange funding to support localities in investing in necessary equipment for newly established wards.
“We must arrange time scientifically, strive to complete each task to operate the apparatus on schedule. After An Cuu Ward, other units must conduct pilot operations of the Public Administrative Center to ensure the readiness of infrastructure, software, transmission lines, and human resources,” directed Mr. Hoang Hai Minh.
To ensure a smooth and effective transition, on the afternoon of June 25, Quang Dien District organized pilot operations of the Party Committee, People’s Council, People’s Committee, Vietnam Fatherland Front Committee, and socio-political organizations of the new Quang Dien Commune.

Pilot operation content included Sessions of the Party Permanent Leadership, Party Committee Permanent Board, and Party Committee to implement duties and powers regarding the apparatus, staffing quotas, officials, civil servants, public employees... to complete the new commune-level organization and apparatus to operate immediately after establishment.
The pilot operation of processing and implementing regular professional procedures are in areas of organization and personnel, party organization and members, internal political security, inspection and supervision, operation of the party’s office, information and education, mass mobilization, internal affairs, the Fatherland Front, socio-political organizations, and other content.
Through the pilot operations, leaders and key officials of the new Quang Dien Commune promptly drew experiences and adjusted inappropriate tasks, gradually completed the operational model toward a streamlined, effective, and efficient direction, contributing to improving the quality of grassroots political system activities and meeting task requirements in new situations.
Meanwhile, the new Phu Vinh Commune also organized pilot operations of Party agencies, People’s Council, People’s Committee, Vietnam Fatherland Front Committee, and socio-political organizations. Mr. Ho The Hung, Permanent Deputy Secretary of the District Party Committee and Chairman of Phu Vang District People’s Council, attended the pilot operation.
The pilot session aimed to draw lessons and experiences, promptly adjust and complete the new organizational apparatus, ensuring effective operation when the two-level local government model officially operates on July 1.

On this occasion, the first meeting of the Commune Party Committee Executive Board, Term I, 2025-2030 period was held to approve the working regulations of the Commune Party Committee Executive Board, discuss and agree on resolutions for a comprehensive leading of all political tasks for the next six months, pilot the operation of the first session of the People’s Council, pilot the operation of the first meeting of the Commune People’s Committee to consider and approve important tasks, pilot the operation of Public Administrative Service Center to resolve dossiers and administrative procedures for organizations and individuals.
The pilot operations of Party agencies, People’s Council, People’s Committee, Vietnam Fatherland Front Committee, and socio-political organizations at the new Phu Vinh Commune aim to ensure smooth, continuous, effective, and efficient apparatus operation, contributing to building a modern government that better serves people’s and businesses’ needs.
