Hue City sees significant improvement in PAR INDEX and SIPAS

HNN.VN - On April 6, at the regular Government meeting and the online conference between the Government and local authorities, the Ministry of Home Affairs announced the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administration Services (SIPAS) for 2024, applicable to ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities.

According to the announced results, the PAR INDEX for 2024 of Hue City reached 91.03 points, an increase of 2.66 points and 10 places compared to 2023, ranking 7th out of 63 provinces and cities nationwide. Meanwhile, the SIPAS of Hue City reached 85.27%, an increase of 2.79% and a remarkable rise of 17 places, moving up to 15th out of 63 provinces and cities. 

2024 marks the 13th consecutive year that the Ministry of Home Affairs, in collaboration with ministries, sectors, and localities, has determined and announced the PAR INDEX, and the 8th year of measuring the SIPAS nationwide. These are two crucial tools for objectively and comprehensively assessing public administration reform and the level of citizen satisfaction with the service provided by state administrative agencies.

The provincial-level PAR INDEX for 2024 is structured into eight assessment areas, including: direction and management of public administration reform; administrative procedure reform; organizational apparatus reform; institutional reform; building and development of e-government and digital government; public financial reform; civil service reform; and the impact of public administration reform on citizens, businesses, and socio-economic development.

Meanwhile, the SIPAS 2024 consists of 103 indicators, reflecting the multi-dimensional views, perceptions, expectations, and actual satisfaction of citizens in the process of accessing and using public administrative services.

The SIPAS is divided into three main content groups. In which, Group 1 includes 42 perception and evaluation indicators reflecting citizens' feelings about government accountability, citizen participation in policy development and implementation, quality of implementation, and policy effectiveness. Group 2 includes 10 indicators of needs and expectations, recording the legitimate expectations of citizens for public administrative services. Group 3 includes 51 satisfaction indicators, assessing the level of citizen satisfaction in the process of using services, including accessibility, procedural transparency, staff service attitude, service quality, and the ability to handle feedback and suggestions.

The "champion" of the both 2024 PAR INDEX and SIPAS is Hai Phong City.
