Accelerating Progress to Soon Complete School Projects in Border Areas

HNN.VN - On March 19th, Member of the Party Central Committee and Secretary of the City Party Committee Nguyen Dinh Trung, along with members of the Standing Committee of the City Party Committee, including Head of the Internal Affairs Commission Dang Ngoc Tran, Standing Vice Chairman of the City People’s Committee Nguyen Thanh Binh, Vice Chairman of the City People’s Committee Hoang Hai Minh, and leaders of relevant departments and sectors, held a working session to inspect the construction progress of boarding inter-level schools (primary and lower secondary) in A Luoi 3 and A Luoi 4 communes.

Hue City is one of 22 localities nationwide with land border communes that have commenced and implemented the investment and construction of five school projects for five border communes: A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4, and A Luoi 5.

In A Luoi 3 Commune, the inter-level school project is being newly constructed to serve 1,085 students, including 160 boarding students, with a total investment of over 178 billion VND. To date, the project is under construction with several key components being implemented. According to Hue City Investment, Construction and Urban Development Project Management Board (the investor), the cumulative value of work completed has reached 24%. The total allocated capital to date is 72,4 billion VND, with disbursement reaching 42,7 billion VND, equivalent to approximately 59% of the allocated central budget. It is expected that in March 2026, completed construction work valued at approximately 23,5 billion VND will be accepted and paid, with disbursement of around 14,8 billion VND. As such, cumulative disbursement by the end of March is expected to reach approximately 80% of the allocated capital.

Mr. Ha Xuan Hau, Director of Hue City Investment, Construction and Urban Development Project Management Board, stated that the current construction progress remains on schedule, in line with the target of completion before July 30, 2026. Some components are ahead of schedule by approximately 20 days, including teachers’ housing, kitchen facilities, gates and fencing, fire prevention and fighting water tanks, and site leveling. However, several components are behind schedule by an average of about 25 days, such as the administrative building, multi-purpose building, lower secondary classroom block, primary classroom block, and subject classrooms for both primary and lower secondary levels. Nevertheless, overall progress remains on track. In the coming time, the Project Management Board will continue to urge contractors to mobilize additional materials and manpower, increase working shifts, and accelerate delayed components to ensure completion before July 30th, 2026.

Hue City Investment, Construction and Urban Development Project Management Board also proposed that the current reserves and annual extraction quotas of sand in A Luoi and neighboring localities are insufficient to meet construction demand, forcing contractors to source materials from multiple suppliers, which poses a risk of delaying overall project progress.

In A Luoi 4 Commune, the inter-level school project is designed to serve 1.318 students, including 200 boarding students, with a total investment of over 240 billion VND. At present, multiple components are being implemented simultaneously at the construction site, including the administrative block, primary and lower secondary school areas, multi-purpose building, male and female dormitories, and auxiliary works such as external drainage systems, retaining walls, water supply systems, power lines, and transformer stations. According to reports, the accumulated value of completed construction work has reached 23,8%, while disbursement has reached 67 billion VND, equivalent to approximately 83% of the allocated central budget. The project is generally on schedule, although weekly progress has not yet reached the planned increase of 3 - 4%. The investor and contractors have issued a record on March 16th, 2026 to accelerate progress, proposing the addition of subcontractors for delayed components and increased materials, manpower, and working shifts to speed up ongoing works.

At the inspection, Secretary of the City Party Committee Nguyen Dinh Trung commended the efforts and determination of contractors and the investor in ensuring the progress of the inter-level schools in A Luoi 3 and A Luoi 4 communes. He also stated that the Standing Committee of the City Party Committee will conduct periodic monthly reviews of project progress and assign the City People’s Committee and relevant departments and sectors to focus on resolving difficulties related to input materials at construction sites. The simultaneous implementation of border school projects not only meets the learning and living needs of students in border areas but also reflects the special attention of the Party and the State to mountainous and border regions.

Secretary Nguyen Dinh Trung requested that investors and contractors concentrate resources, machinery, and equipment to accelerate construction progress, while ensuring quality, technical standards, aesthetics, occupational safety, environmental sanitation, and full compliance with current legal regulations.

Despite the challenges posed by mountainous terrain, unfavorable weather conditions, and difficulties in transporting construction materials, investors and contractors are making efforts to mobilize manpower and equipment and remain on site to accelerate progress. The goal is not only to complete the projects on schedule but also to soon establish well-built, stable schools that meet the teaching and learning needs of students in border areas.
