Golf course projects are contributing to transforming the landscape of many areas. |
The nearly 2,000m² garden owned by Mr. Le Van Luong, located in Phong Phu Ward (Phong Dien Town), has long been his family’s livelihood. Despite the soil’s salinity and poor fertility, it generates tens of millions of VND annually from growing sweet potatoes and watermelons. For Mr. Luong and his wife, whose children live far away, the garden has been their “bread and butter.” Suddenly, through news and local government officials, he learned that his land might soon be part of a planned resort and golf course project.
Not only Mr. Luong, but in the hearts of every coastal resident here, they had never imagined a major project reaching this remote land. Yet, surprisingly, when speaking with him, Mr. Luong did not seem too sad knowing that one day, the soil he had turned and tilled with his own hands would become nothing more than a memory.
“If the project is implemented, the benefits will outweigh the losses. Our village will gain recognition, and I hope the project will create jobs for local residents, reducing dependence on farming and fishing”, said Mr. Luong.
Villages along the coast of Phong Phu Ward have weathered many changes over time. Many locals recall struggling against the scorching sand dunes to catch fish or harvest sweet potatoes. Others remember enduring long boat rides to deliver fish sauce to urban markets.

Now, the countryside is changing day by day, and with the transition from a commune to a ward, local residents are eagerly anticipating the development of the resort and golf course project.
“Gone were the days of isolation; the roads are now connected. It takes less than an hour by motorbike to travel from the village to the city. People's awareness and mindset are changing daily as well, no longer burdened by thoughts of poverty and hardship. Agriculture and fishing are no longer the only options. The locals can now work in industrial zones, small businesses, or craft villages,” shared Mr. Tran Van Anh from Phong Phu Ward.
Regarding the golf course project, Mr. Anh is also looking forward to it. His home and the garden he is cultivating are within the project's planned area. “If the project is implemented, I am willing to give up my land. From 2025 on, when the commune becomes a ward, the locals will take pride as such a major project is realized,” Mr. Anh expressed.
During the investment research process by KX Group (South Korea), this project has garnered special attention from city leaders. Chairman of Hue City People's Committee Nguyen Van Phuong has repeatedly emphasized that the city will create the best possible conditions for the investor to implement the project, expressing hope that this will become a highlight of investment and a key destination for the tourist city, providing a new boost for Hue.
The Provincial People's Council (now Hue City People's Council) has also issued Resolution 84, approving the planning task for the construction subdivision (scale 1/2000) of the resort and golf course complex with auxiliary services in Dien Hoa Commune, now Phong Phu Ward (Phong Dien).
The project's blueprint has been outlined, featuring a premium resort integrated with a golf course, service areas, and supporting facilities. These include cultural zones, health care areas, hotels, resort accommodations, a golf academy, and a golf club, all designed to meet appropriate scales and technical standards, serving both the local community and tourists.
The main functional areas are expected to include a resort, an entertainment area integrated with a golf course; and a service and support function zone.
The resolution also specifies that this project aims to materialize the Thua Thien Hue Province Plan (*) for the 2021-2030 period, with a vision towards 2050, as well as the General Urban Plan for Thua Thien Hue (*) until 2045, with a vision towards 2065, as approved by the Prime Minister. It outlines the functional zoning, architectural landscape, and a fully integrated technical infrastructure system that meets environmental landscape criteria. The project is aligned with the economic and social development goals of Phong Dien Town, and aims to build an international-standard golf course to serve national and international tournaments, as well as golf enthusiasts. It will also meet the demand for sports combined with entertainment. Additionally, the development will include a high-end hotel complex and resort villa connected with green spaces, sports facilities, and various services.
The idea of investing in golf courses is not new, and the success of the Laguna Lang Co project demonstrates the great potential of this sport. After its opening, Laguna Lang Co quickly became one of the most popular golf courses in Central Vietnam.
In September 2024, the opening of Golden Sands Golf Resort, located in the Vinh Xuan and Vinh Thanh communes of Phu Vang District, was expected to become one of Vietnam's premier golf destinations. It aimed to offer world-class experiences, attracting golf enthusiasts from around the globe, contributing to the sustainable development of the local tourism industry and economy.
At the opening ceremony of the golf course, Vice Chairman of Hue City People's Committee Phan Quy Phuong emphasized that investing in infrastructure and developing golf tourism products is a sound and appropriate strategy. This is also one of the local priorities to promote the development of the service tourism industry, contributing to the overall economic and social development.
It can be said that the resort and golf course projects are already contributing, and will continue to contribute, to boosting economic and social growth. Therefore, the Hue City People's Council (formerly the Thua Thien Hue Provincial People's Council) issuing a resolution on the zoning plan for the golf resort in Huong Tho Commune (now Long Ho Ward, Phu Xuan District) and Binh Thanh Commune (now Huong Tra Town) demonstrates this direction.
(*) From January 1, 2025, Thua Thien Hue Province becomes Hue City directly under the central government, according to Resolution No. 175/2024/QH15, dated November 30, from the 15th National Assembly.
