From 2016 up to now, to develop the innovative startup ecosystem, Hue City has proposed plans and policies on innovative startups; building and developing infrastructure and mechanisms to serve startup innovation activities, connecting the community to support the startup ecosystem, carrying out startup support activities; and organizing innovative startup competitions, etc.
Although connections have been established and creative spaces have been formed, attracting high-quality human resources and enhancing the development of the local innovation ecosystem, there are still limitations, and the full potential and advantages have yet to be fully exploited.
Projects are still mainly focused on agriculture, processing, and the exploitation of local resources, with few high-tech projects. The application of scientific research results, inventions, and intellectual property to startups remains limited. Additionally, the lack of venture capital funds and supporting financial institutions makes it difficult for projects to access funding, especially in the early startup stage.

At the conference, Director of the Department of Science and Technology Nguyen Xuan Son acknowledged many contributions, sharing, and consultations from innovation startup experts, startup businesses, and various departments and agencies, etc. All aimed at jointly promoting the sustainable development of the local innovation startup ecosystem. The Department of Science and Technology also proposed solutions for the coming period; in which, it is necessary to strengthen linkages between departments, agencies, universities, research institutes, and businesses to support startup projects effectively. The Department of Science and Technology plays the role of coordinating and connecting resources within the innovation startup ecosystem, ensuring comprehensive and sustainable startup support.
Currently, the Department of Science and Technology is developing an Innovation Startup Ecosystem platform, bringing all startup support activities into the digital space to comprehensively assist the project development process, from idea to business growth. At the same time, the department is studying the establishment of an Innovation/Startup Support Center under the City People’s Committee, aiming toward the creation of a regional Innovation/Startup Support Center for Central Vietnam in Hue; and exploring the formation of a venture capital fund for innovative startups to address funding bottlenecks for potential startup projects.
