Infrastructure Upgrades to Drive Growth in Economic and Industrial Zones

Every decision on infrastructure investment must focus on long-term effectiveness, synchronization, and a clear roadmap, while having the capacity to create breakthroughs in socio-economic development,” Chairman of Hue City People’s Committee Le Tri Thanh emphasized that at a meeting with the Department of Industry and Trade and the Management Board of Hue City Economic and Industrial Zones on August 12 to discuss infrastructure investment in economic zones, industrial parks, and industrial clusters, as well as investment attraction.

Attracting over 152,000 billion in total investment capital

According to a report presented at the meeting, infrastructure systems in the city’s economic and industrial zones have continued to receive investment and upgrades toward greater synchronization.

As of now, the economic and industrial zones have 203 valid projects with total registered capital of over VND 152 trillion, including 139 projects that are already operational. In the first 7 months of 2026, business revenue reached approximately VND 32 trillion, while export turnover was estimated at USD 730 million. The zones contributed around VND 4.2 trillion to the state budget and generated jobs for over 46,700 workers.

At Chan May - Lang Co Economic Zone, major transport routes, seaports, warehouses, logistics facilities, power and water supply systems, wastewater treatment facilities, and resettlement areas have been constructed. Chan May Port currently has 3 terminals with 4 berths in operation, while new berths, logistics service areas, and hinterland berth infrastructure are being further invested in.

For industrial clusters, the city has established 12 industrial clusters covering a total area of over 405 hectares. 5 of them are currently operational, attracting 131 projects and reaching an occupancy rate of over 73%, while providing jobs for around 10,000 workers. At the same time, the city is continuing to seek investment in infrastructure for industrial clusters in line with development plans. These efforts aim to expand its production land fund and attract new projects.

At the meeting, leaders of relevant departments and agencies focused their discussions on the progress of preparing and adjusting planning schemes; investment in technical and connecting infrastructure; site clearance and resettlement; the selection of infrastructure investors; resource allocation; and resolving procedural bottlenecks affecting several projects. They also proposed strengthening inter-agency coordination, shortening the time required to process applications, and accelerating investment preparation.

According to Chairman Le Tri Thanh, Hue’s strengths extend beyond its culture and tourism, with the city also well positioned to develop port-based industries and logistics. To the north, Hue is linked to My Thuy Port and cargo routes connecting Laos with the sea, while to the south, it has convenient access to Danang Port. Meanwhile, Chan May offers favorable conditions as a deep-water port, with a large hinterland, abundant land reserve, and potential for synchronized development across industry, services, and tourism. The road connection through Hai Van Tunnel further facilitates freight transport between Hue and Danang, contributing to establishing an interconnected logistics and production network across the region.

“Industrial development is a key solution for restructuring the economy, increasing the share of industry, creating jobs, and promoting supporting service sectors. Therefore, the city must prioritize targeted and focused investment in Chan May - Lang Co Economic Zone,” Chairman Le Tri Thanh affirmed.

Reviewing strategic infrastructure

Chairman Le Tri Thanh requested the City’s Management Board of Economic and Industrial Zones review all connecting routes in Chan May - Lang Co area and identify those that are genuinely essential through 2030 to list in the medium-term public investment plan.

Regarding water supply, the city called for a comprehensive assessment of available water sources, supply capacity, and the ability to meet the economic zone’s development needs at each stage. It also urged authorities to proactively plan for additional water sources and capacity expansion as necessary.

In terms of environment, the city needs to strengthen waste collection, transportation, and treatment capacity in line with the economic zone’s growth, while promoting waste sorting at source to reduce pressure on the existing treatment system.

Chairman Le Tri Thanh said that Chan May port system is a strategically important transport hub. Berths capable of accommodating vessels of up to 70,000 tons are currently under development, but in the long term, the whole area should be developed into a deep-water port capable of handling larger vessels in line with the approved master plan.

At the meeting, the city called for the construction of Berths 4 and 5 to be accelerated after bottlenecks related to the oil pipeline were largely resolved, while also urging the prompt completion of procedures to attract investment in Berth 6.

City leaders also asked relevant agencies to study the development of dedicated berths for gas and fuel, along with associated storage facilities and pipelines and construct a separate terminal for large-scale cruises. This terminal needs to be planned and developed in an integrated manner, distinct from the cargo-handling area. Plans should also be drawn up to create a land fund from land-use revenues and develop urban, commercial and service areas linked to the port. When implementing the projects, adequate housing and service facilities for experts and workers should be developed in tandem.

Regarding resettlement, the city requested relevant authorities to urgently develop a comprehensive land-use plan covering the entire Chan May - Lang Co area to meet the needs of both public investment projects and private-sector developments. This is considered an essential condition for ensuring the progress of site clearance and attracting strategic investors in the coming time.
