Hue City: Speeding up its digitalization journey

Impressive results 

Hue has been increasingly affirming its position as one of the leading localities of the country in digital transformation. In February 2025, the Ministry of Information and Communication announced the Provincial Digital Transformation Index (DTI) in 2023, and Hue ranked third nationally, one level higher compared with the previous year. This result came from its efforts to build e-government, to develop e-commerce and to apply technology to management and operation.

In late 2024, Hue was honored with the ASOCIO Smart City Award, a prestigious award for e-commerce in the Asia-Pacific region. This proves the strong development of Hue on its journey to become a leading smart city.  

Previously, Hue had been many times recognized with important awards such as the Asian Telecommunication Award in the category of "the most creative smart city project". Hue-S platform and other digital services of Hue have received the Sao Khue Award for 5 consecutive years. Hue was also honored to receive the ASOCIO Award in the field of digital government. 

One of the important factors that helps Hue achieve this accomplishment is the Hue-S platform _ a digital ecosystem that serves people and businesspersons _ acts as a "digital assistant,” connecting the government with the community.

With more than 1 million downloads, the super Hue-S application is integrated with many utilities such as traffic monitoring, disaster warning, online payment, etc., to help people easily access public services, enhancing the transparency and the efficiency of urban management. Furthermore, Hue-S also shares data with 62 other provinces and cities and more than 20 countries, opening up opportunities for international cooperation in the field of digital technology.

According to Mr. Nguyen Thanh Binh, Standing Vice-Chairman of the City People's Committee, the DTI of the city in recent years has continuously been in the leading group of the country, affirming the role of Hue in the national process of digital transformation. The city has built and developed Hue-S as a "digital brain”, ensuring the basic foundation in integrating digital services and connecting digital society and digital economy.

According to Vice Chairman Binh, Hue’s smart city model is highly valued by the Ministry of Information and Communication, and is suggested to become an example for other places all over the country. That is the worthy recognition for the persistence and creativity of the city in applying digital technology to management, operation and serving people. At the same time, the success of the smart city model not only contributes to the local digital transformation but also creates an important premise to spread value and digital solutions throughout the country.

Motivation for the future

Following the successes, Hue aims to become one of the big centers of science and technology of the country by 2030. Resolution 57-NQ/TW of the Politburo has identified science-technology, innovation and digital transformation as main momentum for the socio-economic development. This is an opportunity for administrative reform and digital economy.

To realize this goal, the city is focusing on developing digital government to improve public services, optimize urban management and improve interaction between the government and its people.

According to Nguyen Xuan Son, Director of the Bureau of Science and Technology, digital transformation is not only a tool but also a long-term strategy for Hue. "Hue not only wants to build a modern digital government but also aims for a smart city where technology serves people in the most practical way,” said Son.

Currently, the city is gathering all the resources to upgrade and invest in its IT infrastructure and carry out digital transformation in fields which are Hue’s strengths such as medicine, culture, education, science-technology, tourism and agriculture.

In the field of urban management, the AI camera system is being expanded to monitor traffic, detect violations and support regulation. In medicine, electronic medical records assist people with healthcare. Schools also employ electronic report between schools and parents. Currently, electronic payment services have been integrated on Hue-S, helping people pay utility bills, hospital fees, tuition fees, etc., with convenience.

With tourism as a strength Hue is also implementing a smart tourism ecosystem, including building a digital tourist database. The city will continue to develop big data system (Big Data), artificial intelligence (AI) and Internet of Things (IoT) to optimize urban management. Sectors such as health, education, tourism and transportation will be strongly digitalized, helping people access public services more conveniently.

Besides the efforts of the government, the response of the people is also an important factor in helping spreading digital transformation. "In the past, it took me a lot of time for paperwork, now I can finish everything after some clicks on my phone. Digital transformation really helps,” said Mr. Nguyen Van Hung (An Cuu Ward, Thuan Hoa District).

Not only in the field of administration, businesspersons also benefit from digital transformation. “Cashless payment and goods promotion via digital platforms help me reach my customers more easily. This is an inevitable trend that everyone has to learn to adapt,” said Ms. Tran Thi Mai, owner of an online fashion store in Hue.

“Digital transformation is the key for Hue to make a breakthrough. The city will continue to make the most of technology to improve the quality of life for its people and foster its socio-economic development,” stressed Vice Chairman Binh.

With clear-cut strategies and flexible approaches, Hue City is proving its pioneering role in digital transformation, aiming for a transparent effective digital government which can best serve its people.
