Laying the foundation for green industry

The city is currently expanding new development spaces and identifying the green economy as an inevitable and long-term path. This direction does not only date back to the time when Hue accelerated investment and construction to be recognized as a centrally-governed municipality under Resolution No. 54 of the Politburo issued on December 10th, 2019. Since the decades after 2000, Hue has already concretized its green economic development goals in socio-economic development plans, especially the city’s master plan for the 2021–2030 period with a vision to 2050. In this context, industry has been identified as a sector with strong potential for rapid transformation, serving as a driving force to lead the greening of the economy.

Since the establishment of Phu Bai Industrial Zone, followed by Chan May – Lang Co Economic Zone under Decision No. 04/2006/QD-TTg dated January 5th, 2006 of the Prime Minister, Hue’s position and brand name have been firmly affirmed. Beyond developing tourism, culture, and heritage, Hue has also aimed to develop modern industrial parks that generate added value and promote socio-economic development. The emergence of industrial and economic zones has demonstrated that Hue is a land rich in potential in terms of land resources, human capital, and an attractive investment environment for industrial development, especially green and clean industries.

Currently, Hue has two important industrial growth poles: Chan May – Lang Co Economic Zone and the chain of industrial zones including Phu Bai – Phong Dien – Tu Ha – Quang Vinh – Phu Đa. These areas are receiving investment with synchronized infrastructure, meeting environmental standards and ready to attract high-quality investment capital, particularly projects with clean technologies and high added value.

A clear example is Gilimex Hue Industrial Zone, which has recently been developed in a well-structured manner with modern technical infrastructure, extensive green space covering the entire zone, a closed security management system, and a centralized wastewater treatment system with a capacity of 7,600 m³ per day and night, financed by an investment of VND 130 billion.

Mr. Phan Dinh, Deputy Director of Gilimex Hue Industrial Zone Joint Stock Company, said that the zone is oriented toward development under an eco-industrial model. Therefore, the company requires secondary investors to use clean technologies, limit emissions, and ensure that all wastewater and solid waste are treated to standard before being discharged into the environment.

Many enterprises in industrial and economic zones are also shifting toward energy-saving and circular production models, through the use of renewable energy. Numerous enterprises and factories in industrial zones in Phu Bai, Phong Dien, and Tu Ha have installed rooftop solar power systems, significantly reducing CO₂ emissions and operating costs. In addition, the arrangement of factories and concentrated production areas linked with standard-compliant wastewater and waste treatment systems, together with mandatory clean-technology requirements for new investors, has helped form an industrial park model oriented toward green and sustainable development.

According to Mr. Le Van Tue, Head of the City’s Management Board of Economic and Industrial Zones, the objectives set for industrial and economic zones show that Hue is building a green industrial ecosystem that both attracts sustainable investment and ensures environmental safety for the community, opening up opportunities for the city to integrate more deeply into global value chains.

Accompanying green development

In the context of the whole country striving to achieve the Net Zero target by 2050, as committed by the Prime Minister, and implementing the green growth strategy, Hue has determined that developing a green economy is not only a choice but also a vital requirement to ensure harmony between development and the preservation of the unique cultural and heritage values of the former imperial capital.

City leaders, through conferences, seminars, and forums on local and regional economic development, have emphasized this spirit and goal, including the consistent policy of not trading the environment for purely economic growth. All projects, especially industrial ones, must meet criteria for clean technology, low energy consumption, transparent carbon management, and resource recyclability. This consistent viewpoint will help form a “green filter,” enabling Hue to avoid projects with potential pollution risks while creating favorable conditions to attract investors with sustainable development strategies.

Departments, sectors, and local authorities have also proactively shifted their management approach from “inspection and punishment” to “accompanying and supporting green enterprises,” encouraging businesses to adopt modern governance models, measure emissions, and use clean materials. Currently, Hue is developing a set of criteria to assess green industrial zones, green enterprises, and green products as a basis for selecting core enterprises and providing appropriate incentive support.

Alongside this, Hue City is implementing training programs to develop high-quality human resources for green industry, focusing on technical fields such as automation, new materials, information technology, and renewable energy. This is a strategic move, as human resources are the “prerequisite” for enabling enterprises to transform technology and enhance competitiveness.

Mr. Dang Huu Phuc, Director of the Department of Industry and Trade, believes that Hue has outlined a vision and hopes that in the coming time, the city will become a green industrial center of the Central Region. This goal is reflected in both mindset and concrete actions. Accordingly, the city has been and will continue building strategic programs and plans to transform production, investment, and consumption models toward sustainability. In this process, industry plays a leading role through key orientations in developing green and clean industrial clusters and building eco-industrial and economic zones in line with criteria set by central ministries and international standards. These industrial and economic zones will also require secondary enterprises to operate within circular economy chains and transition to clean energy in production.
